About this opportunity
The Library of Congress Exhibits Office issued solicitation 030ADV26Q0008 seeking a highly experienced museum exhibition framer to fabricate custom, conservation-grade frames, acrylic glazing, and support components for eight historical paintings from the Kislak Collection. The contractor must fit paintings into frames on-site at the Library of Congress, provide and attach hanging and security hardware, and prepare frames for exhibit installation in the Thomas Jefferson Building's Kislak Gallery of the Early Americas. Key personnel requirements include a Museum Fabrication Principal with at least seven years of experience and a Chief Mount Maker/Framer with a minimum of five years of experience. The evaluation criteria prioritize technical approach, corporate experience, and past performance as non-price factors significantly more important than price, with contractors required to submit detailed shop drawings, material samples, and responses to a past performance questionnaire. The original proposal deadline of October 29, 2025, was extended to December 3, 2025, via Amendment 0001, with the period of performance subsequently revised to begin on January 7, 2026, and conclude on July 1, 2026.
This procurement included no set-aside designations and did not identify any incumbent contractors. The solicitation was structured as a firm-fixed-price contract with all deliverables marked as not separately priced, though specific award values were not disclosed in the available documentation. The contract encompasses the fabrication and delivery of eight custom frames with precise dimensions for paintings ranging from 48 to 49 inches in height and 71 to 73 inches in width, based on detailed measurements provided in the solicitation attachments. The place of performance is Washington, DC 20540, requiring on-site work at the Library of Congress. However, on January 5, 2026, the Library of Congress issued Amendment 0002 canceling the solicitation due to receiving no acceptable proposals, with a new solicitation to be issued under a different solicitation number.
