SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1. OVERVIEW/BACKGROUND

In Fall 2026, the Library of Congress (Library) will open the Kislak Gallery of the Early Americas exhibition in the NW Gallery of the Library’s Thomas Jefferson Building, to give annual onsite visitors (1.9 million in 2019) a better sense of what the Library is, what it collects, and what it preserves, as the largest physical collection of human knowledge in the world.

The Library of Congress (LOC) Exhibits Office (EO) seeks a highly experienced museum exhibition Framer to create custom, conservation grade frames, acrylic glazing, and support components as needed, for paintings on canvas. Framer must also fit the paintings in the frames on-site at LOC prior to display and provide and attach hanging and security hardware to the frames, appropriate to secure the finished objects to the exhibit walls. The installation of the frames at the exhibit will be completed by LOC.

C.2. SCOPE

The Contractor shall provide frame fabrication services for the Library of Congress.

C.3. REQUIREMENTS

C.3.1 GENERAL SUMMARY

The contractor shall fabricate and deliver eight (8) frames and fit those frames to eight (8) paintings from the Library’s collection. All frames and additional components shall be fabricated in the Contractor’s facilities and brought to the LOC for custom fitting prior to installation and include appropriate hardware for exhibition installation, to be approved by COR. The Contractor, with LOC Conservation staff in attendance, shall assemble the glazing, paintings, spacers, strainers, backing boards, any additional padding between the frame and painting, and hardware in designated frames.

C.3.2 KICK OFF MEETING AND SITE VISITS

The Contractor shall attend meetings both onsite at the LOC and via Zoom, Teams, or other video-conferencing platforms, as scheduled by the COR.

a. Introductory Kick Off meeting – The Contractor shall participate in an introductory kick off meeting where the project will be formally launched. During this meeting, the Contractor shall be introduced to the LOC staff to discuss the contract scope and the project schedule.

b. Site Visits – The Contractor shall attend subsequent on-site meetings to review exhibit artifacts in need of frames and to take the necessary field dimensions for creating frames, spacers, glazing, strainers, and backing boards. The typical installation location(s) for all framed components shall be reviewed in the gallery by the Contractor, the COR, Library conservators, and EO staff. The fitting of frames and components to the paintings shall be done on-site at LOC. The Contractor shall coordinate visits with the COR and LOC Conservation.

c. Meetings - The Contractor shall attend a minimum of five (5) meetings, as needed, via Zoom, Teams, or other video-conferencing platforms throughout the duration of the project. During these meetings, the Contractor shall review any issues or items relevant to services that are being provided under this contract. The meetings are intended to accomplish general project management.

d. The Contractor’s project manager and/or frame fabricator shall be on-site during delivery and fitting phases.

C.3.3 DETAIL DRAWINGS

C.3.3.1 Exhibition Package Review The Library will provide the contractor with the Exhibition Drawing package at the kick off call as a design reference.

C.3.3.2 Detail drawings:

The Contractor shall deliver detailed drawings outlining frame dimensions and related painting assembly to frame clearances to the COR. Drawings shall include all proposed materials, surface finishes, and any material(s) that may make contact with the painting. Drawings shall include notes on how the framed painting will anchor into the exhibit supports where the object will be displayed. Drawings shall be electronically delivered via email, Dropbox, MediaShuttle, or Box.com in the form of PDF files to the COR. The drawings shall provide recommendations for display support structures and methodology of interface with slatted wall design of exhibit installation locations.

Drawings will be reviewed, redlined, and approved by the LOC within ten (10) business days of receipt of drawings. The Contractor shall make corrections to the drawings and resubmit updated drawings to the COR within three (3) business days.

C.3.3.3 – Project Plan and Scheduling The Contractor shall produce a project plan and schedule indicating the following events/deliverables to be reviewed and approved by LOC:

a) Measurement of paintings

b) Delivery of drawing of frames, glazing, and components

c) Materials sample submission

d) Project timetable submission

e) Fabrication of all new object frames, glazing, and components, with mandatory curing time

f) Deliver and fit all new frames, glazing and components to corresponding objects onsite at LOC

C.3.4 MATERIAL SAMPLES

The Contractor shall provide material samples of designated exhibit components that will be near or touching paintings for aesthetic and conservation review and approval. All materials suggested by the Contractor shall adhere to current Museum and Conservation quality standards.

C.3.4.1 Material Samples The Contractor shall provide two (2) frame material samples, 12” in length each, for aesthetic and conservation review.

Material samples shall be labeled on the back with information including name of exhibit element, and date of submission for Library approval. All material sample submissions shall include related Sample Data Sheet (SDS) material data sheets, where applicable. All approvals or responses will be provided to the Contractor by the COR. Approval of materials by LOC will take ten (10) days.

Contractor shall attach pre-determined exhibition installation hardware. Process and/or utilization of components may be altered only with approval by COR.

a. During the review of the paintings prior to fabricating the frames, the contractor may suggest a frame modification that would best suit the safety and preservation of these rare paintings. Changes in frame construction or assembly will be considered by the LOC staff, but must be approved by the COR.

b. The following dimensions are estimates only. Contractor shall measure each painting for accurate fabrication of frames and components.
