About this opportunity

The Department of the Army National Guard seeks painting and lighting upgrade services for Buildings 102 and 110 at the 144th Fighter Wing in Fresno, California, with proposals due July 22, 2026 at 2:00 p.m. This procurement is set aside 100 percent for women-owned small businesses under the total small business set-aside program.

Place of performance is 5323 McKinley Avenue, Fresno, California 93727. The scope encompasses approximately 1,995 square feet of office wall space and 5,470 square feet of shop wall space. Office painting requires low-VOC paint in neutral gray (Hex #C2C0BA) with semi-gloss finish and light reflectance values between 40–60 percent. Shop areas require industrial-grade paint in a two-tone scheme: warm white with yellow tone (Hex #EEEFEA) above eight feet and light steel blue (Hex #98A9B7) below eight feet, both in satin or semi-gloss finish. The contractor must replace all interior incandescent bulbs with commercial-grade LED bulbs (approximately 4-foot fluorescent T8 fixtures at 120 volts) and handle proper disposal of removed bulbs per environmental regulations. All contractor and subcontractor personnel require security clearance and Antiterrorism Level I training; base access requires valid REAL ID or equivalent identification and completion of DBIDS pre-enrollment at least ten working days prior to work commencement.

The contract is firm fixed-price with a 60-calendar-day performance period from notice to proceed. Prevailing wage rates apply per Wage Determination CA20260018 Rev 5 (effective May 18, 2026). Evaluation criteria are technical approach and past performance (both acceptable/unacceptable) with price as the determining factor among acceptable offers. Contractors must submit a two-page work procedure addressing SOW requirements, acknowledgment of subcontractors, and proof of current California licensure or equivalent credential. A mandatory site visit is tentatively scheduled for June 24 at 0900 PDT; the contractor must verify conditions at the project site. Questions are due seven days prior to the response deadline. Amendment 0001 (issued July 15, 2026) extended the due date from July 17 to July 22 and incorporated an RFI response document and revised SOW dated June 25, 2026 with the two-tone shop painting scheme. Offerors must acknowledge receipt of the amendment prior to submission.
