About this opportunity

The Department of the Air Force Air Combat Command seeks packing and crating services for household goods transportation across two geographic zones in South Carolina (Zone 38: Chesterfield, Clarendon, Darlington, Kershaw, Lancaster, Lee, Marlboro, and Sumter counties; Zone 39: Dillon, Florence, Georgetown, Horry, Marion, and Williamsburg counties), with proposals due November 3, 2026. The procurement is a 100% Woman-Owned Small Business set-aside.

Place of performance is Shaw Air Force Base, South Carolina. The contract is a firm fixed-price indefinite-quantity vehicle with a base year (January 2, 2027 through January 1, 2028) plus four one-year option periods and one six-month option period. Services span three categories per zone: outbound, inbound, and intra-city moves. Contractors must meet minimum guaranteed daily capability thresholds (25–50 net container weight for inbound/outbound, 50–150 for intra-city) to be deemed responsive. The NAICS code is 488991, Packing and Crating; PSC code V003.

Technical requirements include compliance with ASTM commercial packing standards, state-certified scale use, three-day containerization and delivery windows, monthly government-owned container reporting, and quarterly facility inspections. Performance standards include no more than 3 percent incorrectly packed shipments monthly, no more than 5 percent late pickup/delivery complaints monthly, and 98 percent on-time documentation submission. Contractors must maintain workers' compensation, general liability, automobile liability, and cargo insurance per specified minimums; obtain current Storage Management Office certification and cargo insurance certification; and provide proof of compliance prior to performance.

Offerors must submit three proposal parts: Part I (unit and extended pricing for base and all option years); Part II (technical proposal not exceeding 10 pages addressing quality control approach and minimum five years of management experience in packing, containerization, and local drayage); and Part III (past performance documentation). Award will be made on a lowest price technically acceptable basis, with the Government evaluating only the lowest three priced proposals technically unless the lowest is unacceptable. Service Contract Act wage determinations apply across all counties within the performance zones.
