About this file

This file is a Contractor Questions and Government Responses document for solicitation FA480327Q0003, a Packing and Crating Services contract for Shaw Air Force Base. The solicitation is set aside for Total Small Business. Legacy Transit Lines, LLC is the incumbent contractor under previous contract FA480324D0002. Proposals are due electronically by 19 October 2026 at 2:00 P.M. EST and must be submitted to joseph.nemedy.1@us.af.mil and brisa.serna@us.af.mil.

The Q&A clarifies critical requirements for offerors: all required experience, certifications (including Storage Management Office certification), and past performance references must be from the prime contractor, not subcontractors or teaming partners. The prime contractor must perform at least 50% of personnel costs under FAR Clause 52.219-14. Subcontractor approval is required post-award and prior to performance. The contractor must maintain an approved storage facility (or obtain government approval within 30 days of award) and may operate two separate facilities if preferred. All packing occurs at members' residences, with materials crated in Government Owned Containers for transport to storage facilities or final destinations. Insurance coverage requirements and qualifications must comply with FAR 52.212-1 and pages 32-33 of the solicitation. The document corrects the solicitation number from FA480326Q0106 to FA480327Q0003, which will be formally amended.
