The U.S. Coast Guard seeks design, delivery, installation, integration, testing, and commissioning of a Battle Watch Command Center Display System (CCDS) for Pacific Area (PACAREA) at Coast Guard Island, Alameda, California, with proposals due September 23, 2026. This is a total small business set-aside with a firm fixed price purchase order contract type and a $34 million size standard.

Place of performance is Alameda, CA. The project operates on a 90-day timeline and must accommodate a 24-by-29-foot rectangular space with 8 fixed-seating operator positions. Hardware deliverables include a TAA-compliant 29-foot-wide by 8-foot-high seamless LED or LCD video wall with a 5-year lifespan, two auxiliary 30-by-8-foot screens, a multi-classification video wall processor capable of simultaneously displaying at least 10 sources in configurable layouts, two touch panels for Watch Captain and supervisor control, a dedicated equipment rack with secure switches, and a localized audio reinforcement system. The contractor must integrate 16 primary sources (with capacity for 8 additional) including desktops, VTC/SVTC, television, and GIS/map feeds across four separate networks (1 unclassified, 2 classified) with strict dedicated switching between classified and unclassified streams for security sanitation.

Additional deliverables include System Design Document, Physical Installation and Integration Report, System Acceptance Test Report, operator and administrator training materials, and a 24/7 technical support warranty and sustainment package. Acceptance criteria mandate 99.999% uptime, seamless visual isolation between classification levels, zero visual latency in tactical integration, ability to switch layout profiles in under three seconds, and minimum 90% training completion for active watchstanders and supervisors. The U.S. Coast Guard is soliciting for a Battle Watch Command Center Display System (CCDS) Integration for U.S. Coast Guard Pacific Area (PACAREA), Alameda, CA.  detailed in the attached Statement of Work (SOW).

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 75150PR260000082 is issued as a  request for quotation (RFQ), for Battle Watch Command Center Display System (CCDS) Integration for U.S. Coast Guard Pacific Area (PACAREA), Alameda, CA.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The size standard is $34 Million and NAICS is 541512.  The contract type will be a firm fixed price purchase order.  

The Government proposes to solicit quotes for the following item(s):

Battle Watch Command Center Display System (CCDS) Integration (See attached Statement of Work (SOW) for complete details).

1. Please read the entire solicitation, including all attachments, to ensure completion of all required representations, certifications, and submissions. Acknowledge all Solicitation amendments (SF-30) issued by the Government. 

2. Your offer shall include ALL of the documents and information listed in the solicitation; and your offer shall be received by this office at or before September 20, 2026, 8:00 a.m., Pacific Time, to be eligible for award. 

3. Submit your offer, with all required documentation to Contracting Specialist, Elizabeth Tam-Hurley at Elizabeth.h.tam-hurley@uscg.mil  DO NOT CONTACT ANYONE LISTED IN THE SOW FOR ANY REASON. 

The POC to request a site visit is: Jacob Dupree, (510) 437-3701.

4. This solicitation does not obligate the Government to compensate for any costs incurred by the Offeror in preparation and/or submission of any offer, not does it obligate the Government to procure for said services/supplies.

5. Questions/Concerns: It shall be the obligation of the offeror to exercise due diligence to discover and to bring to the attention of the Government any ambiguities, inconsistencies, or concerns regarding the information in this solicitation. All question/concerns regarding this solicitation shall be submitted in writing (NO phone calls) to Contracting Specialist, Elizabeth Tam-Hurley at Elizabeth.h.tam-hurley@uscg.mil no later than September 14, 2026, 8:00 AM Pacific Time. Follow up/additional questions will not be accepted after this date. Offerors shall reference the solicitation number and provide enough information in their e-mail so the government can easily respond to their questions/concerns. All questions/concerns will be compiled and addressed on an "Amendment of Solicitation" (SF-30) and will be posted on the SAM.gov website for viewing by all potential offerors.

AWARD:  The Government intends to award a contract to the responsible offeror whose proposal represents the best value, price and other factors considered.

The Government reserves the right to accept other than the lowest-priced proposal if the superior technical submittals or past performance of a higher-priced offeror warrants the additional cost.
