Statement of Work (SOW) Project Name: PACAREA Battle Watch Command Center Display System (CCDS) Integration
Date: July 16, 2026 Client Name: U.S. Coast Guard Pacific Area (PACAREA) / C5I Service Center (C5ISC)
1. Project Overview PACAREA Battle Watch floor requires an independent, robust, and state-of-the-art Command Center Display System (CCDS). The CCDS is the primary visual engine that integrates real-time sensor data, Common Operational Pictures (COP), intelligence feeds, and critical communication channels. This project will deliver a secure, scalable, and highly available visualization platform that allows watchstanders to dynamically manage and display multi-classification data streams to support rapid operational decision-making.
2. Scope of Work The Contractor shall provide all personnel, equipment, tools, materials, supervision, engineering, and non-personal services necessary to design, deliver, install, integrate, test, and commission the new PACAREA CCDS. This is a retrofit project with a 90-day timeline and 30-day downtime tolerance. The delivered system must meet U.S. Government compliance and regulatory standards.
In Scope:
System Engineering & Design:
Conduct site surveys of the designated PACAREA Battle Watch floor partition at Coast Guard Island (Bldg 51) and develop a comprehensive AV-over-IP architectural design.
Facility Specifics: Accommodate a 24 by 29-foot rectangular space with a 12-foot structural ceiling, a 3-foot drop ceiling, and a 1-foot raised floor (floor loading capacity is unknown). Ensure ADA egress compliance.
Room Layout: Operator style featuring 2 rows and 4 columns for 8 fixed-seating positions. Furniture consists of adjustable height desks with 4-foot (removable) cubicle walls. Viewing distance ranges from 8 feet (near) to 20 feet (far). There are no obstructions, and door dimensions are 6'6" high by 4' wide.
Operations: Designed for 24/7 continuous staffing. VIP observation is not required.
Hardware Procurement & Delivery:
Video Wall Specifications: Provide a TAA-compliant, seamless LED or LCD video wall array (29 feet wide by 8 feet high) and at minimum two auxiliary screens (30 feet wide by 8 feet high) designed for continuous 24/7/365 mission-critical operations. The expected lifespan is 5 years before upgrading/replacement. Pixel pitch and brightness have no specific requirements.
Video Wall Processors: Provide secure, multi-classification Video Wall Processors capable of scaling and manipulating windows dynamically. The processor must simultaneously display at least 10 sources, configurable to dynamic layouts (e.g., 4x2, 2x2, etc.).
Control System: Provide 02 touch panels for the control system. The Watch Captain controls the wall, with independent control for the supervisor. Layout changes are discretionary using preprogrammed presets at the supervisor's command. (Note: Preview, scheduled content, recording content, and KVM are not required).
Physical Installation & Cable Management:
Mounting: The wall construction features fabricated metal framing that can support the load and will be connected to the structural wall frame of the room.
Mounting must be front and rear serviceable.
Power & Environment: Install approximately 12 adjustable power drops along the wall and floor. Power is shared with the building and utilizes the building generator for backup (no additional power redundancy, specific power requirements, or emergency power-off required). The room utilizes shared HVAC with the adjoining operations center and includes light control. Room humidity and acoustics have no specific requirements. ABC fire extinguishers are present in the space.
C5I & Feed Integration:
Source Integration: Integrate 16 primary sources (with capacity for an additional 8 as needed) originating from the same room. Source types include Desktops, VTC/SVTC, TV, and GIS/map feeds, with varying resolutions from 720i to 4K. PC audio routing is requested. (Note: Integration with existing systems is not required).
Network & Security: Manage Sensitive and Classified Information across 4 separate networks (1 unclassified, 2 classified). Dedicated switching between unclassified and classified is strictly required for sanitation purposes. Bandwidth availability is unknown. Network closets are located in an adjacent room separated by a wall. Remote access is not permitted.
Out of Scope:
• Major structural civil engineering modifications (e.g., moving load-bearing walls) or general HVAC/electrical main-grid retrofits on the CGI watch floor.
• Modification of the core USCG wide-area network (WAN) or classified IP routing fabrics, which remain the sole responsibility of the C5ISC Infrastructure Services Division (ISD) and CGCYBER.
• Procurement of end-user workstation PCs (to be provided as Government Furnished Equipment - GFE).
• KVM matrix systems (identified as not required for this specific deployment based on updated specs).
3. Deliverables The Contractor shall deliver the following items as part of the execution of this contract:
System Design Document (SDD) & AV Architecture Plan: A comprehensive blueprint detailing the logical and physical layout of the CCDS, including wiring diagrams, rack elevations, power requirements, and configuration matrices.
Complete CCDS Hardware Suite:
• One (1) Multi-screen 4K LED Video Wall Array (Front and rear-accessible for rapid servicing).
• One (1) Enterprise AV-over-IP Centralized Management Controller/Processor (supporting drag-and-drop source management and touch panels).
• Dedicated Equipment Rack, secure switches, and localized audio reinforcement system.
Physical Installation and Integration Report: Complete structural mounting of video displays, physical cable runs, and termination of fiber/copper lines, documented in a final build-out report.
System Acceptance Test Report (SATR): Documented results of the SATP verifying the successful end-to-end routing of all C5I, tactical, and classified feeds with zero signal failures or layout latency.
Operator & Administrator Training Materials: A copy of the custom training curriculum, quick-reference sheets for watchstanders, and technical operations manuals tailored to the PACAREA Battle Watch environment.
Warranty & Sustainment Package: Standard warranty registration documents providing 24/7 technical support and hardware replacement timelines.
4. Milestones The estimated timeline for the project is based on the contract award date (Effective Date) and assumes rapid turnaround of government-furnished information and access clearances.
Milestone/Phase Description
Phase 1: Project Kickoff Convene initial coordination meeting at Coast Guard Island, CGI Bldg 51, to align stakeholders, verify site access credentials, and coordinate with DCC staff.
Phase 2: Critical Design Review (CDR)
Submission and formal approval of the System Design Document (SDD) by C5ISC and PACAREA Chief.
Phase 3: Hardware Delivery & Physical Install
Delivery of all TAA-compliant hardware to CGI, followed by mounting, cable routing, and component installation.
Phase 4: System Integration & Testing
Configuration of processors and matrices; execution of the SATP under joint C5ISC/PACAREA supervision.
Phase 5: Final Delivery & Training
Completion of operator training, delivery of custom user-guides, and final sign-off for full operational deployment.
5. Electronic Submission of Payment Requests
1. All invoices from the Contractor shall be submitted electronically IAW FAR
52.232.33, Payment by Electronic Funds Transfer-System for Award Management. “Electronic submission of Invoices is mandatory”
2. The Contractor shall submit a monthly invoice for services via the Invoice Processing Platform (IPP) at https://www.ipp.gov/. IPP is a government-wide, secure web-based payment information service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Bureau of the Fiscal Service. It requires enrollment if you are not yet enrolled.
3. The point of contact you provided in your SAM.gov registration will receive two emails from ipp.noreply@mail.eroc.twai.gov if your entity is not already enrolled in IPP:
4. The first email will have the IPP Logon ID and a link to the IPP application.
5. A second email, which will be sent within 24 hours of the first email, contains an IPP password. Once your contact receives these emails, please ensure they log into IPP and complete the registration process.
6. Training materials that address all IPP capabilities are available on the IPP website after login and https://www.ipp.gov/vendors/training-vendors.
7. Once registered to use IPP, your company may submit payment requests, receive e-mail notifications when requests are paid, view payment history, and access remittance downloads. The e-mail notification of payment is sent when a payment is distributed to your bank account and may include the following payment information: Date of payment, dollar amount, invoice number, paying agency, payee name, and ACH trace number.

10. The Contractor shall attach a single PDF file no larger than 3MB as the official invoice.
11. Supporting documentation must be combined in a single PDF file or submitted to your contracting office separately via email. Supporting documentation must not exceed 999 pages.
12. A proper invoice shall have the following information clearly indicated on each invoice: (i) Name and address of the Contractor; (ii) Invoice date and number (the Contractor is encouraged to date invoices as close as possible to the date of the mailing transmission); (iii) Contract number, contract line item number and, if applicable the order number; (iv) Description, quantity, unit of measure, unit price, and extended price of the items delivered or services performed; (v) terms of any discount for prompt payment offered;
(vi) Name and address of official to whom payment is sent; (vii) Name, title, and phone number of person to be notified in the event of a defective invoice;
(viii) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice; (ix) Electronic funds transfer (EFT) banking information;
(x) UEI number recorded on every invoice submitted.
13. If you have difficulties sending your invoice, contact the Finance Center’s Customer Service Team at (757) 523-6940.
14. A copy of the Invoice and Supporting documentation shall also be e-mailed to the assigned contract specialist, COR, and LOG-94 invoice support personnel prior to or immediately after submitting your invoice to the IPP system as described above. Failure to do this may result in the delay of payment. These POCs will be given at time of award.
6. Acceptance Criteria To achieve final system acceptance and authorize final payment, the CCDS must meet the following performance and security criteria:
Visual Quality & Reliability: The video wall must display a seamless, unified canvas with zero dead pixels, running with an uptime rating of 99.999% suitable for 24/7/365 operational demands.
Security & Signal Isolation: The system must strictly adhere to the DHS and USCG C5I Security Configuration Management policies. It must demonstrate absolute physical and logical visual isolation between Unclassified, Secret, and TS/SCI visual panels on the video wall.
Tactical Integration: The display processor must ingest and render all primary Coast Guard systems without visual latency or system lag.
Operational Ease-of-Use: Operators must be able to switch between pre-set layout profiles (e.g., "Routine Operations," "Search & Rescue Surge," or "Critical Incident/Disaster Response") in under three (3) seconds using the desktop touch panels.
Professional Training Completion: Minimum of 90% of active PACAREA watchstanders and command center supervisors must undergo the operator training and be registered in the unit's local training roster.
