About this opportunity
Pacific Air Forces seeks a small unmanned aircraft system capable of autonomous vertical takeoff and landing for medical logistics delivery to austere Indo-Pacific locations, with quotes due September 22, 2026. This is a 100% small business set-aside under a firm-fixed-price contract.
Place of performance is Honolulu, Hawaii (Joint Base Pearl Harbor-Hickam). The system must comply with FY 2020 NDAA Section 848 and FY 2024 NDAA Sections 1821–1825 restrictions on covered unmanned aircraft systems from covered foreign entities. The aircraft must carry a payload up to 65 kilograms with dimensions not exceeding 82 centimeters by 60 centimeters by 51 centimeters, operate on a removable battery with range up to 30 kilometers per charge, and include extra batteries sufficient for two complete swaps and chargers. Offerors must provide a standard spare parts kit, all control and programming software, any non-standard hardware required, and training for either two personnel at the vendor facility or a vendor training team to travel to Hickam to train four personnel on drone operation and maintenance. Delivery is required within 180 days of contract date, including detailed user manuals, maintenance guides, and inventory lists.
The procurement structure includes five contract line items: the sUAS itself (CLIN 0001), additional battery and charger (CLIN 0002), spare kit (CLIN 0003), training (CLIN 0004), and delivery (CLIN 0005). NAICS code is 336411, Aircraft Manufacturing; PSC code is 1550, Unmanned Aircraft. Evaluation criteria are technical capability, price, past performance, delivery schedule, and warranty, with no specified relative weighting. Prices must remain firm until December 31, 2026. The Government reserves the right to cancel at any time; funds are not presently available and no award will be made until funding is secured. Quotes are submitted via email to TSgt Matthew Albonetti or SrA Adrienne Estrada.
