About this opportunity
The Department of the Air Force Pacific Air Forces (PACAF) is conducting a Request for Information (RFI) to gather market research for potential procurement of SIPRNet Management Support and Global Command and Control System (GCCS) Management Support services across multiple Pacific locations. The services will cover nine military bases in Hawaii, Alaska, Guam, Korea, Japan, and Diego Garcia, with contractors required to have secret clearance and significant network engineering experience. Key contract requirements include maintaining 99.8% operational availability, providing 24x7 support, and responding to technical outages within two hours during normal duty hours. The government will evaluate responses based on labor costs, benefits, compensation plans, workload estimates, and compliance with Status of Forces Agreements (SOFA). Interested companies must submit detailed responses to specific RFI questions by January 30, 2025, at 2:00 PM HST, with a projected contract award date of December 1, 2025.
The pre-solicitation is designated as a Competitive 8(a) set-aside, targeting small businesses within the Computer Systems Design Services NAICS category. The anticipated contract will be a Firm-Fixed Price model with a 12-month base period and four 12-month option periods, potentially extending an additional six months. The total contract value is estimated around $30 million, with the government seeking to staff 17 total positions (9 SIPRNet engineers and 8 GCCS administrators). Contractors will need to provide monthly status reports, maintain comprehensive system inventories, and adhere to specific security protocols for international work locations. The procurement will use the Lowest Price Technically Acceptable source selection method, and the contract will be administered through the Air Force Installation Contracting Center at Joint Base Pearl Harbor-Hickam.
