About this opportunity
The Naval Facilities Engineering Systems Command (NAVFAC) Southeast, operating under the Department of the Navy, issued a Special Notice on January 27, 2026, regarding Solicitation N69450-26-R-0012 for the P617 Transit Protection Program Facility at Naval Submarine Base Kings Bay, Georgia. This Special Notice announced an Industry Day event held on February 24, 2026, at the Crowne Plaza Jacksonville Airport in Jacksonville, Florida. The event was designed to solicit industry feedback and generate contractor interest in an upcoming design-bid-build project involving the construction of waterfront and shore infrastructure. NAVFAC sought to address complex project challenges including secure area requirements, construction supply chain considerations, and skilled labor availability. The event attracted 92 attendees representing major construction firms, marine contractors, engineering companies, and government personnel.
The primary objective of this Industry Day was to provide potential contractors with detailed information about the P617 Transit Protection Program Facility project and NAVFAC's acquisition strategy before formal solicitation. Interested contractors were required to submit attendance requests to Deborah Torrence by February 20, 2026, including participant name, company, phone number, and email address. The project targets contractors with NAICS code 237990 (Other Heavy and Civil Engineering Construction) and comparable waterfront construction experience. Key project details discussed included the design-bid-build procurement approach, full and open competition methodology, anticipated award in July 2027, and construction completion in April 2033, with an estimated period of performance of 2,100 calendar days. The scope encompasses a general purpose berthing pier, small craft berthing facilities, operational storage facility, guard shack, utility systems, and support infrastructure all designed for a 50-year service life, with evaluation criteria including past performance, safety records, technical approach, small business utilization, and financial responsibility.
