Work Requirements:
The Offeror shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, operators and other items necessary to provide the services outlined below for MAGTFTC, Twentynine Palms, CA.
Services to be performed under the resulting contract may include the following:
P1241 Communication Towers, Marine Corps Base Twentynine Palms Ranges. MILCON project P1241 constructs new communication towers and restores and modernizes existing communication towers on remote mountaintops or hilltops accessible only by helicopter and lacking any underground utilities such as electricity, water and sewer. It provides the installation’s remote mountain range training area with: 1) the design and construction of four (4) new communication towers coordinated with Naval Sea Systems Command (NAVSEA); 2) the design and construction of the renovation or repairs of seven (7) existing communication towers;
3) the installation of NAVSEA-provided intermodal (ISO) freight container (CONEX) serving as communication equipment shelters; 4) the installation of supporting facilities for each tower; and
5) relocation and/or installation of communication components on the new and existing towers.
Special construction challenges include complex construction sequencing and phasing subject to:
1) availability of heavy lift helicopters during the construction period; 2) mandatory work stoppage during fire season months and high wind conditions; 3) intentional work stoppage coordinated with and subject to changes of range training activities; and 4) continuous operation of training and area coverage by the interlinked existing communications systems for the range training area. Construction requires coordination with Government system engineers and system integrators during the equipment installation to ensure the uninterrupted communications coverage. Communication tower design and construction schedule shall be coordinated with NAVSEA’s deployment and migration of the network system. Range area Operation and Maintenance Support Information is included in this project. Site preparation includes demolition, site clearing, grading, earthwork and contaminated soil disposal without the availability of underground utilities such as electricity, water or sewer.
This project constructs four (4) new steel lattice-type communication towers with support systems comprised of pipe mast legs, horizontal braces and diagonal braces acting in tension and compression with special foundation features including micro-pile foundations and pre-cast concrete structural footings. This project provides reinforced shallow concrete foundations for CONEX based communication and various supporting facilities. This project restores and modernizes seven (7) existing communication towers consisting of structural modifications to accommodate new communication components such as dishes and antennas and/or repairs including replacement of missing and damaged bolts, washers, nuts, re-tensioning of loose guy cables, replacement of deteriorated ground bus bars, re-weatherproofing of existing antennas, re-galvanization of eroded parts and cracked foundation repair.
This project demolishes some of the existing tower structures and supporting elements that have reached the end of their useful life and are being replaced by other towers included in this project. The project also demolishes the existing site photovoltaic (PV) systems that are being replaced by Government Furnished PV panels and batteries to be installed by this project. This project provides and installs concrete pads, mounting and weldment, OSP communication and power pathways for all Government Furnished Equipment or Property for a complete and usable system. Facilities will be designed to meet the useful service life specified in Department of Defense (DoD) Unified Facility Criteria (UFC). These facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency.
This project will provide Antiterrorism features and comply with applicable service and Geographic Combatant Commander policies and directive per UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings. DoD and Department of the Navy principles for high performance and sustainable building requirements are included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate.
If set-aside exclusively for small business participation, the contract would include FAR clause 52.219-14 Limitations on Subcontracting, which states that “The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.”
