About this opportunity

Naval Supply Systems Command issued a sole-source Special Notice on September 4, 2026 for support and maintenance of an Oxford Instruments Aztec/mics/xstream/xmax80 X-ray microanalysis system (Serial SC39432/39432), with a response deadline of September 10, 2026. The acquisition is restricted to Oxford Instruments under FAR 8.405-6(b)(1), FAR 13.106-1(b), and 10 U.S.C. 3204(a)(1) because Oxford Instruments is the sole Original Equipment Manufacturer and exclusive developer; no authorized third-party vendors exist, and non-certified servicing would compromise system integrity, laboratory data accuracy, and foreign material exploitation mission readiness.

The Government requires the Oxford Gold Package, which includes one scheduled annual preventative maintenance visit, unlimited priority on-site emergency repair visits, direct factory technical telephone and remote diagnostic support, all OEM-certified replacement parts and labor, and full access to proprietary firmware upgrades and analytical software updates. Work is performed at a Government facility in the Washington, DC metropolitan area under a one-year Base Period (September 26, 2026 through September 25, 2027) with four optional one-year renewal periods extending through September 25, 2031. Contractor personnel must comply with Government facility security and badging protocols and provide 72 hours advance notice for onsite visits; emergency response is guaranteed within 48–72 business hours for critical failures.

This notice is not a request for competitive proposals. Interested sources may submit a capability statement demonstrating their ability to satisfy the requirement without access to OEM proprietary technical packages by the closing date via email to lisa.monfiston.civ@us.navy.mil or kevin.a.williams216.civ@us.navy.mil.

Notice text

The required Oxford Gold Package includes:

  - One (1) scheduled annual preventative maintenance visit

  - Unlimited priority on-site emergency repair visits

  - Direct factory technical telephone/remote diagnostic support

  - All replacement parts, components, and labor certified by OEM specifications

  - Full access to proprietary firmware upgrades and analytical software updates

SOLE SOURCE JUSTIFICATION:

This acquisition is conducted under FAR 8.405-6(b)(1) / FAR 13.106-1(b) / 10 U.S.C. 3204(a)(1) (Only One Responsible Source). Oxford Instruments is the sole Original Equipment Manufacturer (OEM) and exclusive developer of the Aztec/mics/xstream/xmax80 analytical system. Oxford Instruments retains all proprietary rights, technical data packages, diagnostic utilities, and firmware required to service this equipment. No authorized third-party vendors exist. Servicing by non-certified personnel would void system integrity, compromise laboratory data accuracy, and impact foreign material exploitation (FME) mission readiness.

NOTICE PROVISIONS:

This notice of intent is NOT a request for competitive proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources may submit a capability statement demonstrating their ability to satisfy this requirement without access to OEM proprietary technical packages by the closing date of this notice.

All capability statements must be submitted via email to: lisa.monfiston.civ@us.navy.mil or kevin.a.williams216.civ@us.navy.mil.
