About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center is conducting market research to identify sources for the overhaul and purchase of centrifugal pump/motor assemblies used on 154-foot Coastal Patrol Craft vessels. The requirement encompasses four Carver Pump Company models: Fire Pump (2 x 1.5 x 10), Auxiliary Sea Water Pump (3 x 25 x 10), Bilge Pump (3 x 3 x 8), and Grey Water Pump (3 x 3 x 8), all of which must be overhauled to serviceable "A" condition or replaced with genuine OEM components only. Contractors must possess access to proprietary OEM data and technical specifications, with remanufactured and aftermarket parts explicitly prohibited. The contract will be awarded on a firm fixed-price basis with rates established for standard labor, mandatory parts, contingency parts, and replacement pumps, including all packaging, crating, marking, bar coding, and shipping to the Coast Guard Surface Forces Logistics Center in Baltimore, Maryland. Interested vendors must submit their responses by February 10, 2026, at 11:00 a.m. Eastern Time to Mrs. Phyl'licia Jolley-Dixon at phyl'licia.l.dixon@uscg.mil, with required submissions including company experience with these specific pump models, prime contractor capability documentation, SAM registration confirmation, and detailed parts lists with part numbers.

This sources sought notice does not utilize any small business set-asides and anticipates award to a single vendor as the primary contractor. While no current contractor is identified in this market research phase, the requirement appears positioned to favor Carver Pump Company as the OEM and authorized OEM distributors given the proprietary nature of the equipment and technical data requirements. Individual pump assemblies carry estimated government-furnished property costs ranging from approximately $39,000 to $42,500 per unit, with reusable shipping crates valued at $450 to $650 each, though the total contract value will depend on overhaul labor, parts replacements, and ordering volume across the five anticipated one-year ordering periods. The anticipated contract structure is a multi-year, firm fixed-price requirements contract covering an undefined quantity of overhauls and replacements across the four pump models. A formal solicitation is expected to be posted on SAM.gov following the completion of this market research phase, with the Sources Sought Notice serving as the initial opportunity to identify qualified sources and establish preliminary pricing structures.
