SOURCES SOUGHT NOTICE: Centrifugal Pump Overhauls & Purchases

Note: This is a MARKET SURVEY / SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research). There is no solicitation currently. This Sources Sought is not a request for quotes.

REQUIREMENT: The U.S. Coast Guard (USCG), Surface Forces Logistics Center (SFLC) has a requirement for overhaul or replacement of centrifugal pump/motor assemblies (all references to centrifugal pump/motor assemblies herein shall include both pump and motor as an assembly) found to be beyond economical to repair (BER) in support of the 154’ WPC (Coast Guard Patrol Craft) class vessels. Overhauls will be done in accordance with (IAW) the provided USCG Statements of Work (SOWs)/specifications and technical requirements provided by the original equipment manufacturer (OEM), Carver Pump, Co. Thus, the Government will allow competitive offers to be submitted; however, all offers must be based on providing genuine OEM parts and having access to proprietary OEM data. Remanufactured or aftermarket parts are not acceptable. The Government DOES NOT possess the necessary drawings, technical specifications, etc., to supply with this requirement. This information is proprietary to the OEM. For these reasons, only components produced by the OEM (where applicable), whether new or reconditioned, will be accepted. At the present time, this acquisition is expected to be restricted to a limited number of sources (specifically the OEM and an OEM distributor). The anticipated NAICS Code is 333914, Measuring, Dispensing, and Other Pumping Equipment Manufacturing. Contact the point of contact (POC) for this Sources Sought with any proposed pricing scheme, delivery schedule or NAICS Code change issues.

The contracted vendor will receive the centrifugal pumps in various quantities as listed in the contract by part number and associated national stock number (NSN). The centrifugal pumps will be evaluated by the vendor using provided USCG specifications and OEM, Carver Pump, Co., technical requirements. The vendor will then provide the Contracting Officer (KO) and Contracting Officer’s Representative (COR) with estimated pricing for any contingency parts not included in the contract. The contract will establish the firm, fixed-price of standard labor, mandatory parts and typical contingency parts needed for overhauls. The contract will also establish the firm, fixed-price of new pumps to replace any centrifugal pumps found to be BER. The firm, fixed-price for overhauls and purchases will include individual packaging/crating (as appropriate), marking and labeling, bar coding and shipping to the USCG’s central warehouse located in Baltimore, Maryland. Some centrifugal pumps may need to be direct shipped to various USCG vessels or facilities throughout the world; thus, additional shipping may be added to direct delivery orders. Quantities and delivery locations will be specified in orders placed IAW the contract.
