About this opportunity

The United States Coast Guard (USCG) is seeking small businesses to provide overhaul services for strut assemblies and shocks, specifically for the HC-130J aircraft's Long-Range Surveillance Product Line Division. This competitive Request for Quotation (RFQ) solicitation requires contractors to be a FAA Overhaul Facility, OEM Certified Overhaul Facility, OEM Certified Distributor, or DoD Certified Overhaul Facility capable of returning aircraft components to a Ready for Issue (RFI) condition with full certification and documentation. The procurement will use a lowest price, technically acceptable evaluation methodology, focusing on contractors who can comprehensively restore components, replace beyond economical repair parts, and provide detailed maintenance documentation. The solicitation number 70Z03825QH0000082 is being issued under Federal Acquisition Regulation (FAR) guidelines, with quotations due by June 11, 2025, at 2:00 PM Eastern Time. The anticipated award date is approximately June 13, 2025, with quotations to be submitted via email to specified USCG procurement contacts.

This solicitation is a 100% small business set-aside, targeting manufacturers in the North American Industry Classification Standard (NAICS) code 336413, with a small business size standard of 1,250 employees. The USCG initially intends to purchase nine (9) strut assemblies with NSN 1620-01-170-8325 and part number 3316498-1, with an option to increase the quantity to twelve (12) units through FAR 52.217-6 Option for Increased Quantity provision. This option allows for three additional units at the same unit price, valid for 365 days after the initial award date. The contract will be executed as a firm-fixed price purchase order, with potential outcomes including standard overhaul, No Fault Found (NFF), or Beyond Economic Repair/Scrap classifications. Replacement parts must be new and traceable to the Original Equipment Manufacturer, emphasizing the critical nature of maintaining airworthiness and suitability for installation on USCG aircraft.
