About this opportunity

The U.S. Coast Guard seeks overhaul services for Aileron Booster assemblies, with quotations due June 11, 2026 at 12:00 p.m. EDT. This is an unrestricted RFQ for commercial items issued under FAR Subpart 12.201, with award on a firm-fixed-price basis to the lowest priced, technically acceptable offeror.

The Coast Guard intends to order four assemblies initially, with an option to increase quantity by four additional units (maximum eight total) at the same unit price and lead time for up to 365 days after initial award per FAR 52.217-6. Place of performance is the contractor's facility, with delivery FOB Destination to USCG Aviation Logistics Center in Elizabeth City, North Carolina. Desired turnaround time is 90 days after receipt of material.

The contractor must be either the OEM, an OEM-authorized repair center, or an FAA-certified 145 repair station, and must hold SAE AS9100 certification (preferred), ISO 9001:2008, or equivalent quality management systems. All work must conform to OEM specifications or applicable Air Force Technical Orders (AFTO 9H2-4-96-13 or 9H2-4-96-14) using approved test jigs validated by the United States Air Force, Lockheed Martin, or Tactair Fluid Controls Inc. Contractors must provide FAA 8130-3 Airworthiness Release Certificates or EASA Form-1 with each component, maintain 12-month warranty coverage, and submit monthly status reports and Component Repair Records within five working days of completion. Environmental requirements mandate thorough cleaning to remove hexavalent chromium, cadmium, and lead prior to return.

Evaluation weighs Non-Price Factors (Technical Acceptability, Past Performance, and Delivery) as more important than Price. Delivery confidence is rated High (within 60 days after receipt), Satisfactory (61–90 days), or Low (beyond 91 days). NAICS 336413; PSC 1650; small business size standard 1,250 employees.
