About this opportunity

The Department of Energy Office of Science seeks outplacement services for Argonne National Laboratory to support employees experiencing involuntary separation due to workforce restructuring layoffs, with proposals due September 15 and questions due August 26. The procurement carries no set-aside.

Place of performance is Lemont, Illinois. Services include career transition support with emphasis on skills assessment and resume preparation, delivered on an as-needed basis in a professional and confidential manner for one year following each employee's termination. The contractor must provide in-person and virtual workshops covering resume development (including AI usage and Applicant Tracking System alignment), customized cover letters, career search strategy, social media profiles, interviewing techniques, networking, job search tools, job application completion, and employment offer negotiation. An executive program offering one-on-one private sessions for high-level employees is required. The contractor must deliver program startup and implementation information, including a program manager contact and referral intake process, within ten business days after each termination.

The contract vehicle is a Basic Ordering Agreement with a base period of October 5, 2026 through October 4, 2027, plus two optional one-year extensions. No minimum work orders are guaranteed; work orders will specify individual scope, period, firm fixed prices, and technical reporting requirements. No government-owned property or special security clearance is anticipated.

Evaluation uses Best Value/Trade-Off methodology. The Technical Proposal (most important) will be scored Outstanding through Unacceptable and assessed on experience performing similar work for large employee reductions including scientific and engineering personnel (with three client references from the past five years), technical approach including specialized networks for scientific and engineering placement and capability to conduct workshops for 100+ employees within 30 days, and qualifications of key personnel. The Business/Management Proposal uses Pass/Fail evaluation for responsiveness and financial capability. The Price Proposal will not be point-scored but evaluated for reasonableness and lowest probable cost. NAICS 541611, PSC B599.
