About this opportunity

The Department of Energy Office of Science is soliciting proposals from Argonne National Laboratory to provide outplacement services supporting employees involuntarily separated due to workforce restructuring and layoffs, with proposals due September 4, 2026 by 5:00 PM CST. This is not a set-aside procurement.

Work will be performed primarily at the contractor's facility or through virtual and remote service delivery methods. Services include career transition support with emphasis on skills assessment and resume preparation, professional resume development (including AI usage and Applicant Tracking System alignment), customized cover letters, career search strategy, social media profile updates, interviewing techniques, networking, job application completion, employment offer negotiation, an executive program offering one-on-one private sessions for high-level employees, and ongoing counseling and career support. Program implementation must commence within 10 business days after employee termination.

The contract is structured as a Basic Ordering Agreement with an initial term from October 4, 2026 through October 4, 2027, with two optional one-year extensions at Argonne's discretion. Individual work orders will be issued on a firm fixed-price basis as needed; Argonne has no obligation to issue a minimum number of work orders.

Award will be made using best value trade-off methodology. Technical proposals are weighted more heavily than price and business/management proposals. The three primary technical criteria, in descending importance, are experience performing similar work (minimum three client references from the past five years, with documented capacity to handle 100-or-more employee reductions within 30 days), technical approach, and qualifications of key personnel. Price and business/management proposals are evaluated on a pass/fail basis. Prospective offerors must submit representations and certifications and are encouraged to maintain active SAM.gov registration prior to award. Proposals must reference RFP number 6-B191-P-00213-00 and be submitted to Maggie Casali (mcasali@anl.gov). Clarification requests close August 26, 2026 at 5:00 PM CST.
