This solicitation seeks proposals for the Orbital Services Program-4 On-Ramp #1 multiple award Indefinite Delivery/Indefinite Quantity contract to provide launch services, mission integration, and support. The Space and Missile Systems Center's Launch Enterprise, Small Launch and Targets Division, Rocket Systems Launch Program is seeking to expand the current vendor pool. Offerors must demonstrate the capability to deliver a minimum of 400 pounds to low Earth orbit. All qualifying offerors will receive a basic contract and be awarded a minimum $50,000 Launch Service User Guide study task order. Proposals are due by March 2, 2021. Evaluation will be based on technical approach, past performance, and price.
There is no set-aside designation. The NAICS code is 481212 for Launch Vehicles, Guided Missiles and Space Vehicles, Manufacturing with a small business size standard of 1,500 employees. The minimum task order is for $50,000 and contracts have potential values up to $500 million over five years. The Space and Missile Systems Center’s (SMC) Launch Enterprise, Small Launch and Targets Division, Rocket Systems Launch Program (RSLP), at Kirtland Air Force Base, New Mexico, is releasing a Request for Proposal (RFP) for the Orbital Services Program-4 (OSP-4) On-Ramp #1, multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to expand the current vendor pool. The RFP is included as an attachment to the announcement. The first minimum award task order is also attached. All qualifying offerors awarded a basic contract will be awarded a Launch Service User Guide Study Task Order. This is not a small business set-aside; however, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.
The OSP Bidder’s Library is now accessible to interested parties by request only. The library provides a collection of relevant program guidance and reference documents not generally available to the public, to which offerors may need access in order to develop high quality proposals. The OSP-4 Bidder’s Library will be mailed to a specified address via a compact disc. Parties interested in accessing the OSP-4 Bidder’s Library should send their requests to the email addresses below. The requests should include: company name; Commercial and Government Entity (CAGE) code; and point-of-contact name, email and phone number. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level.
