How do we find copies of the reference and compliance documents? For example, we're struggling to find a copy of "TOR-2016-02946: Rideshare Mission Assurance and the Do No Harm Process: El Segundo, CA: The Aerospace Corporation, 2016"

How are planned but uncompleted vehicle upgrades handled for vehicles that onramp to the OSP-4 Contract? Do contractors need to wait for another "onramp solicitation" to revise vehicle capabilities once on the OSP-4 contract or is there another method for revising vehicle capabilities?

We do not require any updates or revisions regarding vehicle capabilities. Capability to launch within 1 year is the requirement to get in the vendor pool. Once a contractor is part of the OSP-4 vendor pool, the contractor is permitted to propose whichever launch vehicle and/or configuration provides them the greatest competitive advantage on each individual mission task order. Each successful awardee will receive the contract’s $50K minimum award guarantee, the Launch Service User Guide (LSUG) task order, which details the company’s launch vehicle(s) performance. The LSUG should reflect the company’s most current launch vehicle(s) information at the time of submission. Future updates to capabilities are left up to the company (e.g., able to update the LSUG at any time throughout the OSP-4 ordering period, though the government will not reimburse costs associated with revisions).

Would SMC allow for the delay of contract award if an offeror’s projected first launch date delays beyond 1 year after the anticipated contract award date of May 2021 (i.e. May 2022) but before the end of 2022?

No, a delay of contract award will not be permitted.

The contract’s low barrier-to-entry was designed to target launch providers who are one year out from being launch capable. The government must treat all offeror’s the same in its evaluation and selection for award. However, note the Government's requirement is only the ability to launch within 1 year, not to have conducted a launch within one year. Projected launch capability is what we are focused on, as opposed to projected first launch date.

Will SMC waive the requirement for a hard copy submission of the proposal and instead rely on an emailed electronic version? If a hard copy is still required can the due date for the hard copy submission be extended to 9 March? Ongoing COVID mitigation protocols make the generation of the hard copy submission and associated travel more difficult while introducing additional risk.

An extension will not be granted.

Will SMC allow for PDF files to be used for the electronic submissions in addition to Microsoft Office based file types? Reference RFP attachment 3, section 2.7, paragraph 2.

Yes, PDF format is acceptable.

Regarding the requirement to complete the SF 1407 contained in RFP attachment 3, section 5.1.5.1, would SMC consider alternative documentation to prove that an offeror has adequate financial resources to perform the contract?

IAW SF1407 Section 1 Narrative the instructions state "Please complete this Preaward Survey of Prospective Contractor (Financial Capability) highlighted portions. Please also complete a separate copy for each entity you list in Section II- General 3a and 3b. Any additional narrative that the Prospective Contractor is willing to provide to further speak to these items is acceptable and may be provided in a separate document." All contractors are required to fill in the sections highlighted and are allowed to provide further data.

Is there a minimum mass capability requirement for this on-ramp?

Yes, the Offeror’s solution must demonstrate the capability to deliver a 400 lb payload to Low Earth Orbit (LEO) at a minimum. Per Attachment 3 – Instruction to Offerors, specifically question 1 of the Appendix A – Capability Questionnaire states the following: "1. What is your offered LS mass-to-orbit capability IAW PWS para. 1.1?" Per PWS para. 1.1, "OSP-4 delivers PLs ranging between 400 pounds

(lb) to LEO through approx. 8,000 lb to Geostationary Transfer Orbit (GTO)."

8 Is the interpretation of the "Max Capability" cell on page 10 that the three entries are separate limits correct?

Yes, this interpretation is correct. If you look at the ‡ note that is listed for the table, it states to provide the max capability in terms of mass, altitude, and inclination.
