About this opportunity
The Office of Naval Research seeks a Cost Plus Fixed Fee research and development contract for optoelectronics, power electronics, and radiation effects research, with proposals due October 16, 2026 at 6:00 PM local time. This is a follow-on procurement currently performed by Amentum under N00173-23-C-2004.
Place of performance is on-site at Naval Research Laboratory facilities in Washington, DC, with classified tasks (Tasks 6–8) performed within Sensitive Compartmented Information Facilities (SCIFs). The contract covers eight primary tasks spanning semiconductor material, device, and circuit modeling; fabrication using molecular beam epitaxy, organometallic vapor phase epitaxy, and atomic layer deposition; characterization; reliability and environmental testing in simulated space environments; and high-power electronics development. Tasks 6–8 are classified TS/SCI. Personnel supporting unclassified tasks (1–5) require Secret clearance; personnel assigned to classified tasks must possess active Top Secret clearance with SCI eligibility. On-site contractor requirements include NRL badge and vehicle pass acquisition, compliance with OSHA and confined space/radiation/laser safety protocols, submission of personnel lists to DCAA within 60 days of award, and adherence to workweek schedules established by the Contracting Officer Representative.
The contract includes one twelve-month base period plus four twelve-month option periods (five years total), with potential for a six-month extension under FAR clause 52.217-8. Estimated total labor effort is 75,500 hours across all periods. The anticipated contract value is approximately $10.36 million in total labor costs. NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology); PSC code is AC11, National Defense R&D Services, Basic Research.
Evaluation weighs technical factors (staffing/personnel qualifications and technical understanding/approach, equally weighted and significantly more important), past performance, cost/price, and small business participation as three factors of equal importance. A minimum "Acceptable" technical rating is required. The Government intends to award without discussions. Proposal validity must be at least 180 days from RFP closing. Award is contingent upon adequate funding.
