About this file

This document presents the Personnel Qualifications section for a Radiation Effects and Wide Bandgap Semiconductor Research contract (PR No. 1301316630). The document establishes minimum labor-level equivalency requirements across five experience levels, with corresponding educational credentials, years of relevant experience, security clearance requirements, and IGCE equivalent designations. Level V positions require a Ph.D. with 20 years of experience and Top Secret/SCI clearance for one Senior Scientist role. Level IV positions require a Ph.D. with 5-10 years of experience and Secret clearance for five Scientist, Band 3 roles. Level III requires a Ph.D. with 3 years of experience and Secret clearance for one Scientist, Band 1 position. Level II requires a Bachelor's degree with 9 years of experience and Secret clearance for two Researcher positions (Bands 3-5). Level I requires a Bachelor's degree with 3 years of experience and Secret clearance for one Researcher position (Bands 1,2).

The document specifies six non-key personnel positions with detailed qualifications. These include: one Level I Engineer in Aerospace, Mechanical, or Electrical disciplines requiring three years of direct single event effects research experience, high-speed laser systems expertise, and electronic characterization proficiency; two Level II Sample Preparation and Cleanroom Specialists requiring nine years of experience in wafer dicing, thermal/e-beam evaporation, and cleanroom characterization techniques; one Level III Research Scientist requiring three years each in X-ray generator operation, solid-state device characterization, and ionization/total dose effects study; two Level IV Research Scientists requiring ten years each in single event effects characterization, ultrafast laser systems, conference attendance, and peer-reviewed publications; three Level IV Research Scientists requiring five years each in high voltage/high power electronics modeling or characterization, wide bandgap semiconductor work (GaN and Ga₂O₃), conference attendance, and peer-reviewed publications; and one Level V Research Scientist requiring twenty years in environmental particle irradiation testing, ground-based space radiation simulation, and expertise across multiple radiation science topics including proton testing, heavy-ion testing, and damage effects analysis. All positions require Secret or Top Secret security clearance.
