About this file

This is a Questions and Answers document for RFP N0017326R0008 addressing clarifications regarding the Cost Proposal Workbook (Attachment 04). The government confirmed that contractors may modify the workbook as needed to align with their disclosure statements and burden labor costs, including editing charts, adding columns for additional fiscal years, and correcting fiscal year ranges.

Key clarifications include: the Labor Rate Build-Up Template tab should reflect fiscal year escalation rates from FY27 to FY32 (not FY22 to FY27), with appropriate escalation rates applying to each respective year; the Summary Template tab should include pricing for five 12-month periods rather than three years plus a six-month extension; Column C should sum hours for all five years; Column D and cells D51, D58, and D66 should include totals for all five years; and the government acknowledged that labor rate calculations may differ between the Labor Rate Build-Up Template and Summary Template tabs due to indirect rate variations. The estimated contract start date is November 2026, with an anticipated period of performance consisting of one base year and four one-year option periods.
