About this opportunity

The Massachusetts Air National Guard (MAANG) is seeking to procure Optimizing the Human Weapon System (OHWS) services through solicitation W50S81-25-Q-B003, which involves providing comprehensive physical performance and injury prevention services for 20-25 fighter pilots at the 104th Fighter Wing. The contractor must provide licensed personnel including Physical Therapists and/or Athletic Trainers with specific qualifications such as NATA certification and experience working with professional athletes or fighter pilots to deliver pre-habilitation, rehabilitation, and human performance optimization through multi-disciplinary physical training programs. Key services include initial assessments, individual training plans, post-flight treatments, and monthly performance metrics tracking, with specialized focus on reducing injury rates and enhancing pilot readiness for high-G aircraft operations. Evaluation criteria emphasize technical expertise, with higher ratings for licensed physical therapists from APTA-accredited institutions, comprehensive experience in neck and spinal therapy, detailed training plans, and efficient appointment scheduling systems. Offerors must submit quotes via email by 2:00 PM EST on September 5, 2025, along with at least two examples of recent federal contract awards and documentation demonstrating their qualifications.

This opportunity is designated as a 100% small business set-aside under NAICS code 621340 with a size standard of $12.5 million, replacing a previous contract (W50S81-24-P-A013) held by Duro Health LLC that had a value of $138,998.78. The contract will be awarded as a single Firm-Fixed Price (FFP) arrangement for a 12-month base period running from September 30, 2025, through September 29, 2026, using FAR Part 13 Simplified Acquisition Procedures without discussions. Services will be provided Tuesday through Friday from 8:00 AM to 4:00 PM and during drill weekends at Barnes Air National Guard Base in Westfield, Massachusetts. The contractor must provide all necessary labor, tools, equipment, materials, specialized assessment and strengthening equipment for neck, back, and spine work, permits, insurance, and supervision required to meet the unique physical needs of fighter pilots. All responding firms must be registered in the System for Award Management (SAM) and the government will consider all responsive offerors for this new effort.
