About this opportunity

The Florida Army National Guard seeks injury prevention, pre-habilitation, and human performance optimization services for fighter aircrew at the 125th Fighter Wing in Jacksonville, Florida, with proposals due June 9, 2026. The procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses.

Place of performance is Jacksonville, Florida. The contractor shall provide initial assessment of all aircrew members, preventive care for personnel seeking services, pre-habilitation evaluation and assessment, injury prevention through physical capacity assessments, ergonomic assessment and implementation, and performance physical training including strength and conditioning. Personnel must be licensed Physical Therapists, Athletic Trainers, Strength and Conditioning Specialists, and/or Massage Therapists with specified certifications, minimum clinical experience, and current CPR/AED certification; preference is given to experience with elite athletes or military special operations personnel. Services are delivered Monday through Friday during hours set by the host unit, with flexibility for night flying schedules not exceeding 10-hour days. The total population expected to receive services is approximately 30 aircrew personnel. The incumbent contractor is Duro Health, currently staffed with a single Athletic Trainer.

The contract period is five years: one base year (June 15, 2026 to June 14, 2027) and four optional one-year periods through June 14, 2031. Arrangement is firm fixed price. Staffing plans providing at least 50 weeks of annual coverage are evaluated more favorably. Evaluation criteria weigh technical capability (key personnel qualifications, project management and staffing plans, equipment and supplies, understanding of requirements), past performance (minimum two relevant references within five years), and price. The NAICS code is 621340 (Offices of Physical, Occupational and Speech Therapists, and Audiologists); PSC is Q518 (Medical—Physical Medicine/Rehabilitation). Service Contract Act prevailing wage rates apply.

Proposals must be submitted electronically and organized into three volumes: Technical (50 pages maximum), Past Performance (25 pages maximum), and Price Proposal (no page limit), all in 12-point Times New Roman font, single-spaced, with no compressed typesetting. Offerors must disclose Organizational Conflicts of Interest at proposal submission. Amendment 0001, posted May 29, adds proposal formatting requirements and Q&A responses.
