Is the base year intended to be less than 12 months?60 day transition period (2 Feb - 31) Mar with a base period of 9 months (1 Apr to 31 Dec).
25PWS121.7.6States to use Schedule B Transition CLIN timeline, but shall be complete before the performance start date. The Pre Conference slides listed a transition date of 2 FEB 2026 and a performance start date of 1 APR 2026. Is the Government intending a 30 day or 60 day transition period?See question 24
26Sec L & MPPQ RequirementMany Government contracting offices have recently seen a high rate of turnover. We would like to suggest that the Government require CPARS, if available, and PPQs if CPARS are not available. CPARS will provide an accurate assessment of performance as they were completed by staff familiar and knowledgeable of the contracts and contractor. Currently, it may be difficult to send PPQs to POCs who are knowledgeable on past contracts or get responses from understaffed contracting offices.Section L&M will remain as technical experience.
27Sec L9Attachment 1Instructions state "Limit the number of technical experience references
submitted and the length of each submission to the limitations set forth at paragraph L-9." and on same page states "*NOTE: If the company or division referenced above is different than the offeror, note those changes (see L-9.1.4.)." 29RFP Attachment 67The CBA for the Snyder, TX range expired in December 2024. Will the Government please provide the most recent updated version?See question 18.
30Draft+RFP+Attachment+193-120TE1A and TE1BIn the Section B CLIN structure, the Government appears to be soliciting for a FFP contract; however, Technical Exhibits 1A and 1B appear to establish pay for performance criteria that function as a Fixed Price Award Fee (FPIF) or Fixed Price Incentive Fee (FPIF) structure. What type contract is the Government soliciting for?FFP. There are no incentive or award fees in this contract.
31Draft+RFP+Attachment+293-120TE1A and TE1BIn the Section B CLIN structure, the Government appears to be soliciting for a FFP contract; however, Technical Exhibits 1A and 1B appear to establish pay for performance criteria that function as a Fixed Price Award Fee (FPIF) or Fixed Price Incentive Fee (FPIF) structure. How does the Government intend to administer the Technical Exhibit 1A and 1B percentages?See question 30.
32Draft+RFP+Attachment+393-120TE1A and TE1BTechnical Exhibits 1A and 1B appear to establish maximum pay percentages for performance criteria. Since this is a firm, fixed price (FFP) contract are these percentages better defined as penalties, deductions, or disincentives for non-performance?Correct.
33Draft+RFP+Attachment+493-120TE1A and TE1BTechnical Exhibits 1A and 1B establish Fixed Price Award Fee (FPIF) or Fixed Price Incentive Fee (FPIF) structures. Usually in solicitations of this type, the Government requests offerors to propose a base fee percentage (part of FFP) and an incentive or award fee percentage (at risk based on performance) in their price proposals. Often the Government sets boundaries such as maximum or minimum ratios between these two types of fee. Will the Government specify the base fee and incentive or award fee percentage?See question 30.
34Draft+RFP+Attachment+593-120TE1A and TE1BThe Technical Exhibits 1A and 1B maximum pay percentages columns arbitrarily assume what amounts offerors may propose for fees at each site on this contract. Instead of establishing maximum pay percentages, will the Government consider defining what portion of the contractor's fee is placed at risk for the given metric? This will not be changed.
35Draft+RFP+Attachment+693-120TE1A and TE1BTechnical Exhibits 1A and 1B establish site-specific performance incentives broken down into PO01-PO016 for TE1A and PO01-PO027 for TE1B. Since the CLIN structure breakdown is limited to site-level CLINs, there is no way the Government or the contractor knows what portion of the site's contract cost/price is at risk for each performance metric. In fact, the CLIN structure does not even differentiate between cost and fee. Will the Government please establish an overarching award fee or incentive fee pool for each site and change TE 1A and 1B percentages to define what portion of the award fee or incentive fee is at risk for each performance metric?See question 30.
36Draft+RFP+Attachment+793-120TE1A and TE1BTechnical Exhibits 1A and 1B establish site-specific performance incentives broken down into PO01-PO016 for TE1A and PO01-PO027 for TE1B. Since the CLIN structure breakdown is limited to site-level CLINs, there is no way the Government or the contractor knows what portion of the site's contract cost/price is at risk for each performance metric. If an award/incentive fee is not acceptable, will the Government please establish Sub-Line Item Numbers (SLIN) in the CLIN structure that align with each of the site level performance metrics? There are no incentive or award fees in this contract and the Government will not be creating SLINs for performance objectives.
37Draft+RFP+Attachment+8101TE1A 4.2As written, Technical Exhibit 1A, paragraph 4.2 gives the Contracting Officer the latitude to delay multiple months of evaluations and assess massive deductions all at once, a financial burden that most small businesses cannot sustain. Will the Government please amend TE1A to establish regular inspection intervals with deductions assessed not later than the month following the month in which the performance occurred? No, the Government reserves the right to withhold payment the month the CO makes the determination that a deduction is appropriate, regardless of the period in which the performance occurred.
38Draft+RFP+Attachment+9110TE1B 4.2As written, Technical Exhibit 1B, paragraph 4.2 gives the Contracting Officer the latitude to delay multiple months of evaluations and assess massive deductions all at once, a financial burden that most small businesses cannot sustain. Will the Government please amend TE1A to establish regular inspection intervals with deductions assessed not later than the month following the month in which the performance occurred? The Government will generally not withhold funds. If performance is not met IAW TE1B, the deduction will be applied to the month the CO makes the determination.
39Draft+RFP+Attachment+10110-172TE2For all sites listed within Technical Exhibit 2, paragraph 2 - Equipment to be Operated or Maintained provides neither equipment details nor details on the frequencies of activities. The general information and unbounded requirements are insufficient to form an accurate estimate of the work required to operate and maintain the equipment. Will the Government please provide additional equipment details and frequencies of activities, or provide durations as it has for items 3-6 at each site?See question 6.
40Draft+RFP+-+Section+L+-7L-7.4.1.4.2Performance is obviously a priority for the Government since Technical Exhibits 1A and 1B establish significant financial performance standards; however, Section L-7.4.1.4.2. Aspect II – Quality Control does not requires offerors to respond to the TE1A and TE1B standards. Will the Government adust L-7.4.1.4.2. to require offerors to outline their approach or methodology to meet TE1A and TE1B performance metrics?TE1A and TE1B should be addressed under Factor I Technical Evaluation. Please review Section M-2.1.
41Draft+RFP+-+Section+M+4M-2.1.5.2. Aspect IIPerformance is obviously a priority for the Government since Technical Exhibits 1A and 1B establish significant financial performance standards; however, Section M-2.1.5.2. Aspect II – Quality Control does not evaluate whether offerors propose effective methods to meet the TE1A and TE1B standards. Will the Government adust M-2.1.5.2. to conduct a combined technical/risk rating on the offerors' approach or methodology to meet TE1A and TE1B performance metrics?See question 41.
42Draft+RFP+Attachment+3+-+SOW+Technical+Exhibit-5AllAllThe Government provided an update to GFE. While the update includes price information, the other data is limited when compared to the original GFE list in Technical Exhibit 4 of the Draft SOW. When the final RFP is issued, will the Government please provide a consolidated GFE list that combines the columns of data from the orginal Draft SOW TE4 and the updated GFE list? No, the updated GFE list is the most current and applicable document for this acquisition.
43Draft_RFP_-_Section_L_5L.7.4.1.1Are subcontractors, teaming partners required to submit proof of FCLs with the proposal?Yes, per para L-1.7, "A Secret Facility Clearance is required in the performance of this contract. Offerors, to include subcontractors, teaming partners, or joint venture partners, shall possess or acquire a facility clearance"
44Draft_RFP_-_Section_L6L.7.4.1.3.1This paragraph references L.8.4.1.2.2, which is not included in Section L. Please clarify.See question 5.
45Draft_RFP_Attachment_6allallThis sole reference to contract-related CBAs only notes their existance. We request the government provide the actual CBAs with the final RFP.See question 18.
46Draft_RFP_-_FA489025R0006_-_SF333 to 11Section BCLINs associated with the base year of performance are listed with quantities of nine months. CLIN 0098 for Transition is listed at 60 days. In the Industry Day Update dated 18 March 2025 from the contracting office, a base period of 1 April 2026 to 31 March 2027 is listed, with transition starting 2 Feb. 2026. We request clarification whether the intent is to have a 12-month base with a separate 60-day transition as presented in the update letter or a nine-month base year with a 60-day transition as indicated in the draft RFP.See questions 23 & 24
47Draft_RFP_-_Section_L7L.8Instructions say to include amendments in Volume II as applicable. However no mention is made of including a signed copy of Standard Form 33. Please confirm whether SF33 should be submitted with proposals.Yes, paragraph L-8.2. will be updated for the final RFP to include a signed SF33.
48Draft_RFP_-_Section_L4L.6.3.5We request that information/pages for Subfactor A - Facility Clearance, do not count against the 85-page limit for the volume. Please clarify.Concur, paragraph L.6.3.5. will be updated to state that Subfactor A - Facility Clearance will not be included in the 85-page count.
49Draft_RFP_Attachment_1_9 to 111.9Regarding key personnel, will the government clarify 1) can positions be dual-hatted, and 2) are the B&G Range Site Manager and EWR/Warfare Site Manager positions intended to provide oversight for multiple locations.Positions can be dual-hatted. No, they are intended to manage the range they are assigned to.
50SOW, TE-5pg. 1Scope of WorkPage 1 Scope of Work states, "The contractor shall provide personnel, vehicles, equipment, tools, materials, training..." However, TE-5 is blank and there is no reference to other GFP/GFE listings. Please provide a GFP/GFE listing so it can be determined if the contractor has to provide additional items and how to price them.See TE-5 that was uploaded in the Draft RFP in SAM (document name is "Draft RFP Attachment 3 - SOW Technical Exhibit-5 GFE - 8 May 2025")
51SOW and Section LSOW pg. 7, Section L pg. 71.7.3, L-7.4.1.4.3Both SOW 1.7.3 and L-7.4.1.4.3 have very similar requirements. Is it a correct assumption that the SOW 1.7.3 requirement, which is due at full performance date, is separate and distinct from L-7.4.1.4.3 which is due as part of the proposal submission?Yes, 1.7.3 awardee is to provide information at the full performance start ---L-7 4.1.4.3 is part of the proposal submission
52SOW9, 101.9, 1.9.1 - 1.9.1.1SOW 1.9 lists the key personnel as "Program Manager, Quality Manager, Site Manager, Alternate Site Manager, and Chief Range Control Officer (RCO))." However, SOW 1.9.1 and 1.9.1.1 repeatedly mention an Alternate Program Manager. Please clarify if the Alternate Program Manager is a key person.Yes, the Alternate Program Manager is a key person.
53SOW232.1 Real Property (Grounds) MaintenanceSOW 2.1 states, "The government will reimburse contractor for materials needed to perform routine landscape maintenance to maintain existing appearance." Does this include all Pesticide materials?Yes.
54SOW23, 242.1 Real Property (Grounds) Maintenance and 2.1.10 Perform Pest ManagementSOW 2.1.10 states, "The contractor shall provide all management, tools, equipment, materials, transportation." However, SOW 2.1 states "The government will reimburse contractor for materials needed to perform routine landscape maintenance to maintain existing appearance" Which is correct? The contractor will purchase and coordinate delivery when approved by the Government and will be reimbursed.
55SOW272.4 Communications Tower Maintenance and Documentation (Belle Fourche and Holloman)SOW 2.4 states, "Unscheduled maintenance will occur at the earliest date feasible following the identification and notification of discrepancies, inspections following a severe weather event, or when tasked to check/deploy/retrieve an antenna/dish and cabling." Is there historical data for severe weather event?Yes, the sites are required to maintain historical date to include severe weather events
56SOW272.4SOW 2.4 states, "Unscheduled maintenance will occur at the earliest date feasible following the identification and notification of discrepancies, inspections following a severe weather event, or when tasked to check/deploy/retrieve an antenna/dish and cabling." As a FFP contract, with an IDIQ requirement, it is unclear how this unscheduled maintenance/inspection is to be priced or if this will be reimbursed under CLIN XX11 Cost reimbursable Extended Maintenance. Please clarify.Shift schedules to fit it into weekly hours, AOH time, shift differential, and overtime covered by cost reimbursable CLINs
57SOW272.4Please confirm the scheduled tower maintenance is to be priced under the FFP CLINS for the respective range.Confirmed
58SOW and Attachment 2 C-6 Publications272.4.2We could not identify any documentation in Attachment 2 C-6 Publications that provides inspection criteria for the Tower Inspection Checklist. Please provide references that include the standards for the inspections to be performed. The checklist can be found in Technical Exhbit 6.
59SOW292.9 Vehicles and Heavy/Agricultural EquipmentSOW 2.9 stated, "The contractor shall provide fleet management, operations, maintenance, and logistical support for all government provided vehicles and heavy/agricultural equipment identified in Tech Exhibit 4." TE 4 contains items that will not be replaced by the government when it is no longer economically feasible to repair them. Is there a dollar amount or value % for economically feasible? Each vehicle's historical data is stored in the Air Force system, BLADE (Basing and Logistics Analytics Data Environment). When a repair is needed, the cost of the repair is compaired to the vehicles one-time repair limit. This limit is calculated from the vehicle's age, milage, cost, other repairs, etc. If the repair is more that the BLADE's one-time repair limit then it is determined to be not economically feasible to repair. Check AFI 24-302 for more information.
60SOW and TE-4292.8 and far right column of TE-4TE-4 lists end-of-life dates for GFE after which the Government will not fund repairs and replacement is the Contractor’s responsibility. For proper FFP pricing for the base year CLINS, when will the Government cut off funding for 2026 GFE vehicles end-of-life date? On 1/1/2026, 12/31/2026 or another date?GFE vehicle repairs and services are covered under the CR CLIN XX11
61SOW312.9.4.5.SOW 2.9.4.5 states, "If the contractor elects to provide Low Speed Vehicles (LSV), these vehicles must meet the same standards as conventional vehicles IAW 49 CFR 571.500." Will the government clarify what is considered LSV or give examples?low speed vehicles (LSV)—Vehicles, whose maximum speed is greater than 19 MPH but less than 25 MPH will be categorized as a low speed vehicle and assigned the appropriate prime National Stock Number. This category must meet Federal Motor Vehicle Safety Standards. AFI24-302
62SOW and PTR Site Visit Slides51 and Special Interest Slide4.2.1.1, 4.2.1.1.1 and Special Interest Slide MaintenanceSOW 4.2.1.1 states, "The contractor shall use the Government’s Equipment Status Reporting (ESR) Microsoft Access based software program and Government furnished computer to input all reportable maintenance actions." SOW 4.2.1.1.1 further states, "The contractor shall also sustain and maintain the ESR Access based database software by integrating enhancements, implementing modernizations, accomplishing minor upgrades and correcting software code issues..." However, on the PTR Site Visit brief released, the Special Interest Side states, "Government had provided a database for Equipment Status reporting that is obsolete. Contractor will provide data via required Management Information System [MIS]." Please clarify if the contractor is to continue to use the obsolete ESR which does not efficiently interface with current web-based systems or is the contractor required to provide an alternate solution that is accessible via the Contractor's MIS?
If the contractor IS to provide an alternate solution via their contractor provided MIS, is it a correct assumption this is to be fully functional by Contract Start Date so reporting can be performed? Please clarify? No, the contractor will utilize an ESR tool that can be a part of the MIS or stand alone. No, the ESR tool doesn’t need to be fully fuctional but at a minimum it needs to be able to provide Contract Adjusted Rate 30 days after contract start date.
63SOW TE-2, TE-6TE-2 pgs. 123, 124, and 143TE-2 Tower Maintenance, TE-6 complete checklistIt is unclear if the hours listed for tower maintenance are Man-hours or Crew-hours (like AOH). This significantly impacts pricing of tower maintenance. Given the extensive tasks listed in TE-6 tower inspection checklist and OSHA tower climbing safety regulations, please clarify if hours are man-hours or crew-hours.Man-hours.
64Section L4L-7.1We understand that a discussion of Risks and Mitigations is appropriate for Subfactor B -Transition and Subfactor D- Program Management, we do not believe a Risk and Mitigation discussion is applicable to Subfactor A - Facility Clearance and Subfactor C - Technical Experience. Is this a correct interpretation and can Risk and Mitigation discussions be omitted from Subfactors A and C?Please reference the language in L-7.1 "This volume of the proposal shall consist of the offeror’s technical approach, addressing risk management or mitigation strategies, if applicable."
65Section L5L-7.4Will the Government consider adding a 5 page Executive Summary to be included in Volume 2 Technical that provides an overview of each offeror's proposal? The Executive Summary will provide the evaluators an understanding of the bidding team, a roadmap to the proposal to better understand the team and what they bring to ACC and the PTR program.Yes.
66Section L5L-7.4.1.2.aL-7.4.1.2.a states, "a. Provide key milestones, a process flow chart, and proposed timeline for resources during phase-in to prevent interruption in
services." Please confirm you want three (3) items: key milestones for resources list, process flow chart of transition activities for resources, and a proposed timeline graphic specifically for resources. If this is incorrect, please clarify what would satisfy L-7.4.1.2.a requirement.Yes, at a minimum, 3 items are required.
67Section L5L-7.4.1.2.b and L-7.4.1.2.bL-7.4.1.2.a states "a. Provide key milestones, a process flow chart, and proposed timeline for resources during phase-in to prevent interruption in
services." L-7.4.1.2.b states "b. Provide key milestones, a process flow chart, and proposed timeline for staffing phase-in at each location..." This implies we are to submit nine timelines (1 for resources and 8 for staffing), nine process flow charts and nine key milestones listings. Is this a correct assumption? If so, kindly request an increase in page count to accommodate all of the transition requirements.Yes, it is a correct assumption.

The page count will remain the same, however, this portion will be updated to inidcate that an excel workbook will meet this requirement and count as 1 page

68Section L5L-7.4.1.2.bL.7.4.1.2.b states, "b. Provide key milestones, a process flow chart, and proposed timeline for staffing phase-in at each location to prevent
interruption in services to include a transition organizational chart and proposed staffing and timeline for each position and a contingency plan for replacing personnel during the transition period." It is unclear if the timeline is to represent the Transition team participation during transition or the workforce as they join the contract. Please clarify. The intent is to show how you would staff your team; whether keeping or replacing personnel during the 60 day transition period leading up to the start of the contract
69Section L5L-7.4.1.2.aL-7.4.1.2.a wants the offeror to provide a milestone chart, process flow chart and proposed time for resources. It is unclear what resources are to be discussed other than contractor provided vehicles because personnel "resources" is covered in L-7.4.1.2.b. Please clarify what resources are to be discussed in the three items (milestones, process flow diagram and timeline chart) required by L-7.4.1.2.a.Vehicle and MIS and potentially ESR software
70Section L5 & 6L.7.4.1.3 & L.7.4.1.4Both 7.4.1.3 Technical Experience and 7.4.1.4 Program Management are titled Subfactor C. Please rename accordingly.Adjusted
71Section Lpg.7L-7.4.1.4.3.aL-7.4.1.4.3.a states, "For remote threat emitter maintenance, state the type and quantity of vehicle for each EW location." Since PTR has other EW systems at other locations besides Mini MUTES, please clarify if this specifically refers to the Mini MUTE maintenance trucks or all vehicles servicing EW systems. This is only for Mini MUTES. All other EW systems do not require designated maintenance vehicle.
72TE-2, Section LTE-2 127, 164, Section L pg. 7L-7.4.1.4.3.aTE-2 lists three MVGs (Mini-MUTES maintenance trucks) at Belle Fourche and Snyder EWS. However, Section L-7.4.1.4.3.a states, "For remote threat emitter maintenance, state the type and quantity of vehicle for each EW location." Also, there are no MVGs listed in TE-4. Please clarify if there will be three Government provided MVGs at Snyder and Belle Fourche or if they have been removed from the contract. All Mini MUTES maintenance trucks will be removed from the contract.
73Section L7L-7.4.1.4.3.bL-7.4.1.4.3.b states, "Provide a detailed plan to replace the capabilities of the current GFP vehicle and heavy equipment identified in SOW TE- 4 with contractor provided vehicle and heavy/agricultural equipment as needed to meet SOW requirements. The equipment in TE 4 has an estimated life date and will not be replaced by the government when uneconomical to repair." Please clarify if we are to discuss only TE-4 vehicles with a End-of-Life dates within the new contract's period-of-performance or all TE-4 vehicles. At minimum, the proposal shall discuss TE-4 vehicles with a End-of-Life dates within the new contract's period-of-performance.
74Section L7L-8.1Pricing Volume is totally lacking in typical Pricing Volume instructions even for a FFP contract. There are no instructions on labor rates, labor categories, and specific workbooks or any typical FAR references for pricing like FAR Subpart 15.403-1(b) or FAR subpart 15.402-3(a). Please clarify what is required for Volume II Price.Solicitation Attachments will be updatd to include a sample Price Schedule which will be referenced in Section L, para L-8.1 in the final RFP.
75RFP Section L and Section MSection L Attachment 1 pg. 9, and Section M pg. 4Section L Attachment 1 Part B, Section M 2.1.4M-2.1.4 states, "Subfactor C: Technical Experience. Any proposal that does not provide evidence of performing similar scope work IAW L-8.4.1.2.2.1. for a minimum of 12 months with performance within the last eight (8) years from
the issue date of this solicitation may not be evaluated for Subfactor D IAW M.2.1.1.1. and will not be eligible for award." Attachment 1 Technical Experience Reference, under B. states, "Provide details on how reference demonstrates similar scope to the PTR SOW requirements IAW M-2.1.3." M-2.1.3 is Subfactor B. Transition. Please clarify how M-2.1.3 Transition applies to Technical Experience evaluation. This is a clerical error. This section will be updated to read "IAW L-7.4.1.3.2.1."
76RFP Section L and Section MSection L Attachment 1 pg. 9, and Section M pg. 4Section L Attachment 1 Part B, Section M 2.1.4M-2.1.4 states, "Subfactor C: Technical Experience. Any proposal that does not provide evidence of performing similar scope work IAW L-8.4.1.2.2.1. for a minimum of 12 months with performance within the last eight (8) years from
the issue date of this solicitation may not be evaluated for Subfactor D IAW M.2.1.1.1. and will not be eligible for award." Attachment 1 Technical Experience Reference, under B. states, "Provide a brief description of service provided under this contract. Provide details on how reference demonstrates similar scope to the PTR SOW requirements" It is unclear why the only evaluation criteria for Technical Experience is performing for a minimum of 12 months within the last eight (8) years from the issue date of this solicitation and not for relevance in scope or complexity. Recommend Section M also include evaluation criteria for Relevance of work performed. The Government is requiring technical experience for similar scope work IAW L-7.4.1.3.2.1.
77Section L Attachment 110Part DPart D states, "D. Describe the nature and portion (percentage) of the work on the proposed effort to be performed by the company referenced on this technical experience reference and whether this company will be performing as the Prime,
subcontractor, or a corporate division related to the prime (define relationship)." Is it correct to assume that if one subcontractor prvides two or more references, each response to Part D will be the same since it is referring to what the company will do on the new PTR contract. If this is incorrect, please clarify.Yes
78Section L Attachment 211Note 5Note 5 states "Manning matrix shall be same as developed and provided in the Price Spreadsheet (see solicitation Section J Attachment 18)." 80SOW383.1.10.2SOW states, “Contractor shall provide one operator for remote controlled operation from the Range Operations Center (ROC) during the Centennial Range weekly RCO 69 hours of operation period. Simultaneous operation of the moving target and bomb scoring operations will not occur therefore the same ROC operator can perform both functions. Daily inspection, setup and shutdown of the tow vehicle and target shall be accomplished by the Centennial Range on duty RCO/firefighter.”

(1) Is it correct to assume, for safety reasons, the RCO cannot also perform ROC operator duties for the Centennial Range R/C vehicle simtaneously? (May conflict with AFMAN 13-212V1 RCO duties).

(2) Is it correct to assume the RCO function is separate from both the WISS operator and R/C target operator functions?(1)The RCO is located on Range and not in the ROC so there is no way they can perform ROC duties (2) Yes again different locations. RCO must be on Range they are controlling
81SOW41.3, Table 1-2Footnote #5 states, “Will require Range Control Officer (RCO) support at Oscura and Centennial Ranges during the listed hours of operation in Table 1-2.” Is it correct to assume this means two separate RCOs on duty at the same time at two different ranges for 69 hours per week?Yes
82SOW and TE-237SOW 3.1.9.2 and TE-2 Avon Park Sec. 2 Equip. to be operated/maintainedSOW 3.1.9.2 states “Avon Park Range is equipped with the AN/UPQ-8 (RWRLTE) only. During scheduled operational hours and AOH requests, the contractor shall routinely operate these emitters upon request within the main PTR location boundaries.” TE-2 states Avon Park has three RWR LTES (UPQ-8) systems As this impacts staffing levels, please clarify how many RWR LTES (UPQ-8) must be manned simultaneously during an 8-hour shift.RWRLTE are rarely used and if used, the missions for the periods will be tailored to manpower availability.
83TE-2154, 155Mountain Home 6. Targets to be maintained/ replacedThe last right-hand column in Section 6 Targets to be maintained/replaced identify how many of the total targets at that location are IR Targets. However, the SOW does not define what the operational and maintenance / logistics tasks are for these IR targets. Please clarify what the operational, maintenance and logistics tasks are for the IR targets at these locations.IR Targets not currently installed but the propane and lines are still installed if an exerisese calls for them. Maintenance is checking lines and ensuring operation. Operations would be to turn on prior to the mission and turn off after. Logistic for the propane is handled by the Government.
84TE-2153, 154Holloman- 4. Grounds MaintTo perform grounds maintenance and target placement/removal on the Holloman ranges, it appears the contractor must transport heavy equipment between Centennial, Red Rio and Oscura on US Highway 54.

(1) Is this a correct assumption?

(2) If so, how many times per month?

(3) What heavy/agricultural equipment needs to be transported over Hwy 54?(1) Yes (2) ~ variable sometimes zero a month others 10+ (3) Bomb Bins, front end loader, grader

PC was defined in the 9 Dec. 24 Q&A as “Poor Condition (PC) - This term is used to describe those items of equipment, which can only be used at some point well below their fully specified utilization, and it is not possible to realize full capability in their current condition without extensive repairs and/or replacement of major elements in the very near future.” Is it correct to assume the contractor needs to provide specific replacement vehicles (specifications and estimated arrival dates) for GFE equipment with an end-of-life date in 2026 in the contractor’s Factor 1-Subfactor C Aspect III Vehicle Plan? If so, please clarify. The contractor needs a plan to replace vehicles when needed. GFE vehicles can be used past estimated end of life as long as they don’t require major repairs that exceed the one-time repair limit.
87TE-4 and PTR Site Visit Pre-Conference slide set171, 72TE-4 (Sections for Holloman and Mountain Home) and Slide “Special Interest Items”TE-4 lists seven GFE vehicles in Option Year 1 that will meet end-of-life dates in 2027 (Holloman -3 and Mountain Home -4). Is it correct to assume the contractor needs to provide specific replacement vehicles (specifications and estimated arrival dates) for equipment with an end-of-life date in 2027 in the contractor’s Factor 1-Subfactor C Aspect III Vehicle Plan? If so, please clarify.Yes, that’s correct
