The contractor will be responsible for furnishing all necessary management, personnel, materials, supplies, and consumables to maintain facilities in a safe, functional, and aesthetically pleasing condition while ensuring uninterrupted visitor access and efficient operation of critical infrastructure. Key contract requirements include obtaining necessary permits, maintaining safety standards, providing required insurance, and managing both Level I Services (routine maintenance during peak and off-peak months) and Level II Services (emergency and unscheduled non-routine work with individual job orders up to $5,000). The government will evaluate proposals based on three primary factors with technical merit being the most important, followed by price and past performance, requiring offerors to submit separate volumes with strict page limitations (82 pages for technical and 25 pages for price). Critical deadlines include January 2, 2026 for submission of questions via ProjNet, a mandatory site visit on December 17, 2025 at 11:00 AM Eastern Time, and the final proposal due date of January 23, 2026, which was extended from the original January 9, 2026 deadline.

This solicitation is designated as a Competitive 8(a) set-aside under the Small Business Administration's 8(a) Business Development Program, with a Women-Owned Small Business (WOSB) set-aside status and a size standard of $47 million under NAICS code 561210 (Facilities Support Services). The contract structure includes a base period from February 1, 2026 through November 30, 2026, with multiple option periods extending through November 30, 2030, establishing a potential total contract value up to $47 million depending on performance requirements and exercise of options. The Performance Work Statement details extensive maintenance responsibilities including mowing approximately 150 acres of parklands, maintaining buildings and mechanical systems, performing water and sewage system upkeep, managing beaches and docks, controlling vegetation, maintaining roads and trails, and providing emergency repair services across the entire 5,775-acre facility. Service delivery requirements are structured around peak months (April through October) and off-peak months, with the contractor responsible for tasks ranging from routine grass cutting and facility cleaning to repairing earthen dams, managing buoy systems, conducting water quality testing, and maintaining various recreational facilities. The place of performance is Wilkesboro, North Carolina, with all work conducted at the W. Kerr Scott Dam & Reservoir facility located at 499 Reservoir Road.
