About this opportunity

The Department of Housing and Urban Development intends to solicit operations and maintenance support for its Enterprise Talent Management System (ETMS), with sources sought responses due by June 15, 2026. No set-aside is currently anticipated, though the procurement methodology—including potential small-business set-aside or multiple-award vehicle—will be determined following market research. HUD is procuring on behalf of the Office of the Chief Information Officer in support of the Office of the Chief Human Capital Officer and Office of the Inspector General.

Required services include project management, enterprise licensing for approximately 7,000 simultaneous users, cloud-based hosting and SaaS operations and maintenance, Tier 2 and Tier 3 help desk support (8 AM to 5:30 PM EST, Monday–Friday, with 24/7 voicemail and email capability), ETMS documentation, training and train-the-trainer programs, and optional development, modernization, enhancements, and transition services. The contractor must be a Cornerstone certified service partner with CMMI Level 2 or higher certification, a PMP-certified project manager and alternate, and relevant customer experience and user experience expertise. SOC 2 certification is preferred.

Place of performance is the contractor's facility. The contract structure comprises a 12-month base period with four optional 12-month option years. The solution must deliver 99% monthly system uptime, comply with FedRAMP authorization, FISMA, Section 508 accessibility, and FIPS 140-2 encryption standards, and support personnel screening at Moderate Risk (Tier 2) investigation level.
