About this opportunity
The Department of Housing and Urban Development's Office of the Chief Information Officer (OCIO) is soliciting comprehensive IT Support Services and Technology Transformation Next Generation solutions through a Multiple Award Contract Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle designated H2TNG. Services will span all OCIO functional areas across HUD headquarters, regional and field offices, and data centers, encompassing the full IT lifecycle including governance, enterprise architecture, systems engineering, cloud and data solutions, cybersecurity, IT operations and maintenance, and end user infrastructure support. Contractors must be registered in the System for Award Management (SAM) and will be evaluated using a competitive best value tradeoff approach based on three primary factors: Technical (written approach and oral presentation), Past Performance, and Cost/Price, with Technical being significantly more important than the other factors. Critical upcoming deadlines include April 16, 2026, at 11:00 AM EST for pre-registration questions, a pre-solicitation conference scheduled for April 22, 2026, at 10:00 AM EST, capability statements due April 30, 2026, and the overall solicitation due date of April 30, 2027.
The solicitation includes two distinct competition tracks with no overall set-aside: Track 1 is unrestricted competition with a maximum of three IDIQ contracts available, while Track 2 is a total small business set-aside limited to certified small businesses with a maximum of four IDIQ contracts available. The contract structure consists of one 60-month base period plus one 60-month option period, with individual Task Orders placed on a Firm Fixed Price, Labor Hour/Time and Materials, or Cost Reimbursement basis. The total annual maximum ceiling per Task Order is $700,000 with an overall contract ceiling of $3,500,000, and a minimum of 30 percent of the overall contract value shall be awarded as Small Business Set-Asides across Technical Function Areas. Each prime contractor must maintain a minimum of $50,000 per year in dedicated program management support and will be subject to annual re-evaluation and potential on-ramps or off-ramps based on performance.

The H2TNG MAC IDIQ is intended to provide comprehensive IT Support Services and Technology Transformation Next Generation (ITSS and 2TNG) solutions across HUD Headquarters, regional and field offices, data centers, and other designated locations, spanning all OCIO functional areas. Through individually awarded Task Orders (TOs), contractors may be required to deliver enterprise-wide capabilities across the IT lifecycle, including governance, acquisition and financial support, enterprise architecture, systems engineering, cloud and data solutions, cybersecurity, IT operations and maintenance, and end user and infrastructure support.
In addition to capability statements being due on Aprl 30, 2026, HUD will be hosting a pre-solicitation conference on April 22, 2026. Pre-registration is required and questions are due by April 16, 2026, not later than 11:00 AM EST. The location of the pre-soliciation will be provded.
