About this opportunity

The Department of Housing and Urban Development (HUD) is conducting market research through a Request for Information (RFI) for Strategic Talent Sourcing and Recruitment Support Services, with responses due by September 11, 2026 at 5:00 PM Eastern Time. This is not a formal solicitation; submission is voluntary and carries no government financial responsibility.

HUD seeks industry feedback on a draft Performance Work Statement and pricing structure for services supporting the Government National Mortgage Association (Ginnie Mae). The contractor will identify and develop candidate pipelines for executive, specialized, and hard-to-fill positions across mortgage finance, capital markets, securities, financial risk management, technology, cybersecurity, data analytics, operations, policy, and executive leadership. Core services include talent market research, recruitment strategy development, candidate identification and sourcing, outreach and engagement, talent pipeline development, recruitment campaign execution, recruitment event coordination, and performance metrics reporting.

The anticipated contract structure includes a base period of twelve months with four optional twelve-month periods. Work will be performed at contractor facilities, remotely, and at limited locations including HUD headquarters, Ginnie Mae facilities, recruitment events, universities, and professional conferences. The contractor must furnish all necessary facilities, equipment, databases, and recruitment platforms.

Performance standards include 95% compliance with recruitment requirements, 90% of candidate leads meeting sourcing criteria, 95% pipeline accuracy with 100% timely monthly submissions, 98% report accuracy, and zero material misrepresentation of Federal hiring authority. The Quality Control Plan is due within thirty calendar days after contract award.

Respondents should submit capability statements, organization information, recommended NAICS code, and documented staff capability to amber.k.jones@hud.gov. The formal solicitation (RCS-T-2027-Recruitment) is expected to follow.

Purpose

The purpose of this Request for Information (RFI) is to conduct market research and assess the availability and capabilities of industry sources that can provide Strategic Talent Sourcing and Recruitment Support Services as described in the attached draft Performance Work Statement (PWS).

The Government is seeking industry feedback regarding the overall scope and requirements outlined in the draft PWS, including whether the requirements are clearly defined and consistent with commercial practices for talent sourcing, recruitment outreach, market research, talent pipeline development, and recruitment event support.

The Government is also seeking feedback on the attached draft pricing structure. Respondents are encouraged to comment on whether the proposed pricing units and structure are appropriate for the services contemplated and to recommend alternative pricing approaches or units that may better align with customary commercial practices and support a performance-based acquisition.

Industry feedback received in response to this RFI may be used to refine the requirement, acquisition strategy, pricing structure, and future solicitation.
