About this opportunity

The Defense Logistics Agency (DLA) Land and Maritime is conducting market research for the procurement of Ontic Engineering and Hamilton Sunstrand spare parts under a future Indefinite Quantity Contract (IQC) or Long-Term Contract (LTC). This pre-solicitation notice seeks information on alternate sources capable of manufacturing the specified mechanical and electrical components, including gears, shafts, springs, motors, valve parts, seals, switches, solenoids, and circuit boards. The primary qualification requirement is that potential suppliers must provide a complete technical data package for both approved and alternate parts to enable government evaluation. Vendors are expected to complete and return the Market Research Questionnaire addressing their company capabilities, pricing structures, contract term preferences, and commercial sales history. The deadline for responses is November 12, 2025, with all submissions directed to Brandy.Warner@dla.mil. The government emphasizes that no existing technical data is available and will evaluate submissions based on supplier capabilities to support the contract and their ability to provide realistic pricing and technical documentation.

This acquisition carries no set-aside designations and represents a consolidation of 53 separate National Stock Numbers (NSNs) into a single solicitation, with estimated delivery quantities ranging from 1 to 135 units per item. The resulting contract could extend from three to five years in duration, with potential for annual price adjustments and economic price adjustments based on indices such as the Producer Price Index. While specific award values are not disclosed in this pre-solicitation phase, interested contractors should anticipate that this represents a significant long-term supply relationship for specialized component manufacturing. The solicitation is being conducted under the authority of 10 U.S.C. 3204(a)(1), which permits the government to pursue specialized sourcing when complete unrestricted technical data is unavailable. Vendors interested in participating should prepare comprehensive capability statements and technical documentation to demonstrate their manufacturing qualifications and supply chain readiness.
