About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure a PARTS KIT, SEAL REPLACEMENT through a pre-solicitation notice for National Stock Number (NSN) 5330-015731822. Currently, Stratus Systems is the sole identified source for these specialized parts, with the government determining that competitive bidding is not economically feasible due to the complexity of reverse engineering. The contract opportunity is open to potential alternative manufacturers who can demonstrate equivalent or superior product quality through a Source Approval Request (SAR) package. Interested contractors must submit comprehensive technical documentation proving their manufacturing capabilities match or exceed the Original Equipment Manufacturer's standards. The pre-solicitation was posted on May 1, 2025, with a response deadline of May 6, 2028, and interested parties are instructed to submit all information directly to Contract Specialist Paul Ouedraogo at Paul.Ouedraogo@dla.mil.
The pre-solicitation notice indicates no specific set-aside designations and does not specify a precise award value or quantity of parts required. Defense Maritime Solutions, Inc. is currently listed as an approved source for the NSN, though the solicitation suggests they are seeking additional potential manufacturers. The opportunity falls under the NAICS category 339991 for Gasket, Packing, and Sealing Device Manufacturing and PSC category 5330 for Packing and Gasket Materials. Contractors wishing to be considered must navigate the DLA Land and Maritime Alternate Offer/Source Approval Request program, which requires detailed technical documentation demonstrating product equivalence. The procurement process emphasizes quality and technical capabilities over competitive pricing, reflecting the specialized nature of the parts being sought.

The AMC/AMSC for the NSN listed above is “3 D”
AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "

Stratus Systems is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
