The procurement is set-aside exclusively for small business concerns under NAICS 336611 (Ship Building and Repairing), with a 1,300-employee size standard.
Contractor facility must be located within a 65-statute mile radius of Port Angeles, Washington. Period of performance runs June 8, 2026 through December 7, 2026 (six months). All welding must use 5083 aluminum alloy plate and 5183 filler wire per approved procedures with USCG, ABS, or nationally recognized certification. A contingency line item addresses condition-found defects requiring TPOC and Contracting Officer approval. All work must comply with current American Boat and Yacht Council and U.S. Coast Guard Subchapter T regulations. The contract is firm-fixed-price on an all-or-none basis with FOB Destination and Net 30 payment terms. Evaluation criteria are pass/fail: Technical Acceptability/Capability, Past Performance (quality, timeliness, cost management, customer satisfaction), and Price (lowest-priced, technically acceptable quote receives award). Quotations must remain valid for 60 days. Questions are due May 25, 2026 at 11:00 AM EST to Chelsea.Vera@noaa.gov.
