About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is conducting market research through a Request for Information (RFI) regarding the procurement of Omnicell XT Two Cell Medication Dispensing Cabinets and associated installation services for the Charles George VA Medical Center in Asheville, North Carolina. The contractor must deliver a comprehensive turn-key solution that integrates seamlessly with the medical center's existing Omnicell infrastructure and provides advanced medication management capabilities including biometric authentication, real-time inventory management, barcode verification, and EHR system integration. Key requirements include full project responsibility for installation, configuration, testing, and on-site support, with all contractor personnel required to maintain U.S. citizenship, pass security investigations (Minimum Background Investigation level), and complete mandatory VA cybersecurity and compliance training within specified timeframes. The government is evaluating responses based on technical feasibility, integration capability with existing systems, and the contractor's ability to meet comprehensive security and personnel requirements including encryption standards and data protection protocols. Interested parties must submit responses by February 27, 2026, with all inquiries directed to steven.baum@va.gov and wendella.baptiste@va.gov.

This procurement includes no set-aside designations and identifies no current incumbent contractors. The specific deliverables consist of three Omnicell XT Two Cell Cabinet systems (MED-FRM-502) complete with 24 open configurable drawers, 24 metal locking drawers, three external return bins, three premium Windows 10 packages with 120-month subscription terms, four SinglePointe units, and three wireless FlexLock units to support expanded hospice and chronic long-term care services. While a specific award value is not disclosed in this pre-solicitation notice, the comprehensive scope suggests a mid-to-large equipment procurement typical of healthcare facility upgrades. The contractor will bear all costs for labor, materials, travel, and on-site coordination with VA personnel, with full system acceptance contingent upon delivery and installation of a completely operational system with no partial acceptance permitted. The timeline indicates this is currently a market research phase, with a formal solicitation anticipated to follow based on responses received to this RFI.
