About this opportunity

The Department of the Army Corps of Engineers Engineering District Nashville has awarded contract W912P526PA032 to a local small business vendor on a sole-source basis for HVAC replacement at Old Hickory Powerhouse, with award made on June 3, 2026.

The contracting officer invoked FAR 6.303-2, Unusual and Compelling Urgency, citing a seven-month delay and termination of the original contract that created imminent operational and health risks. Employees face extreme temperature conditions in the powerhouse during summer months, a risk the Government determined it could not defer to pursue full and open competition. The selected vendor, a registered small business with existing maintenance history on the powerhouse's current HVAC systems, is capable of expedited delivery and installation immediately upon receipt of equipment.

The procurement covers purchase and installation of two 15-ton packaged water source heat pump units (AHU-1 and AHU-2) with ancillary components. Equipment specifications include 460V/3-phase units with minimum 20.1 EER, low-GWP A2L-class refrigerants, and integrated 30kW auxiliary electric heaters, complying with UL 60335-2-40 and EM 385-1-1 standards. The contract is a firm-fixed-price purchase order valued below the Simplified Acquisition Threshold, funded through Operations & Maintenance, Army (OMA) and FY26 Civil Works. Place of performance is Old Hickory Powerhouse.

Notice text

Although Market Research data reflects sufficient small businesses being capable of competing for this acquisition, the Government has determined that the delay of seven (7) months and termination of the original contract has resulted in the unusual and compelling urgency to re-procure the HVAC units is an expedited manner.  The potential negative health and wellness risks associated with employees’ current working conditions inside the powerhouse and experiencing extreme heat is not a risk the Government is willing to take just to fulfill the full and open competition requirement. It is vital that the Government re-procure in the most expedient manner possible.

A local small business vendor that routinely provides maintenance for the existing HVAC units is a registered Small Business and is capable and willing to fulfill the re-procurement requirements. By sole-sourcing this re-procurement, it will expedite delivery and installation of the units immediately after delivery. Due to the extenuating circumstances, the Contracting Officer is confident that it is in the best interest of the Government to sole-source this re-procurement requirement.

Awarded contract W912P526PA032 to unknown vendor for unknown amount on 2026-06-03.
