About this opportunity

The U.S. Department of Transportation's Office of Inspector General (DOT OIG) is seeking a Commercial Off-the-Shelf (COTS) Audit Management System (AMS) to support its audit documentation, management, and tracking processes. The procurement aims to replace the current system with a comprehensive software solution that meets government auditing standards and supports 100 initial user licenses, expandable to 200. Potential vendors must submit technical and cost proposals electronically by May 22, 2025, at 12:00 PM Eastern Time, with initial questions due by May 13, 2025. The government will evaluate proposals based on technical capabilities, usability, past performance, and price, with technical factors being more important than cost. Vendors are required to submit a technical proposal not exceeding 10 pages and demonstrate experience with similar software installations, with the potential for on-site testing and presentations to select the final awardee.

The solicitation does not have a specific set-aside designation and will be awarded under NAICS code 513210 for Software Publishers. The contract will be a Firm Fixed Price Task Order with a five-year period of performance, consisting of one base year and four one-year option periods, anticipated to begin in September 2025. While specific budget ranges are not explicitly stated, the procurement indicates a comprehensive system capable of supporting 150-300 concurrent users with advanced features like project management, recommendation tracking, and integration with Microsoft Office and Azure services. The DOT OIG currently uses TeamMate AM and expects vendors to support data migration from the existing system. The contract will be awarded on a best-value basis, with the government looking for a solution that can handle approximately 35-50 projects annually and meet rigorous federal security and accessibility standards.
