About this file

This document is a detailed Requirements Document for a Commercial Off-the-Shelf (COTS) Audit Management System (AMS) for the Department of Transportation's Office of Inspector General (DOT OIG). The comprehensive requirements span eight major sections covering general, infrastructure, security, project management, audit documentation, recommendation tracking, usability, and cost accounting capabilities.

Key requirements include a scalable document management system specifically designed for government audit processes, with robust features such as multi-user collaboration, offline work capabilities, comprehensive security protocols (including FedRAMP, FISMA, and NIST compliance), granular access controls, advanced encryption, and extensive reporting functionalities. The system must support unlimited write-ups, attachments, and recommendations, provide detailed user activity tracking, integrate with Microsoft technologies, and accommodate complex audit workflow processes. While some capabilities are mandatory, the document also lists several desired but optional features, including artificial intelligence document authoring, natural language search, and advanced data analysis tools. The anticipated contract is a five-year task order with one base period and four optional one-year extensions.
