About this opportunity
The Department of Agriculture Forest Service is soliciting quotations for road and trail maintenance services at the Wildomar OHV Area on the Cleveland National Forest in California, with proposals due October 5, 2026. This is a 100% set-aside for SBA-certified Women-Owned Small Businesses (WOSB) under NAICS 237310 with a $45,000 small business size standard.
Place of performance is the Wildomar OHV Area, Riverside County, California. The scope comprises approximately 9 miles of OHV trail blading (Specification 811), 9 miles of drainage function restoration including rolling dips, lead-off ditches, and culvert work (Specification 839), and two mobilization events (Specification 805). Finished trail width is 60 inches. All work must be completed by December 31, 2026, with work scheduled from October 13, 2026, through that date—a 145-calendar-day performance window. All excavated materials and generated debris must be recycled on-site into trail surfaces, rolling dips, and berms, except non-native construction debris which must be hauled off. Contractors must furnish and transport all water; adequate creek sources are unavailable. The work is subject to Cleveland National Forest Fire Plan specifications and Project Activity Level requirements including dust control and fire prevention measures.
This is a lowest price technically acceptable procurement. Technical acceptability requires detailed explanations of capability to perform all three work categories, a realistic performance schedule showing completion within 145 days, identification of any unmet requirements, and relevant past performance on similar projects completed within the last five years. Quotations must be submitted in three volumes—Technical (5-page maximum), Past Performance (3-page maximum), and Performance Schedule (2-page maximum)—all in 12-point font minimum. Service Contract Act prevailing wage rates apply for Riverside and San Bernardino Counties. Amendment 001 and a Q&A document have been posted. Questions were due September 21; quotations are due October 5, 2026, at 5:00 PM ET to Toni-Ann.Averils@usda.gov.
