About this file

This is a Questions and Answers (Q&A) document for a solicitation related to OHV trail maintenance services at the Wildomar OHV Area in the Cleveland National Forest. The document clarifies key aspects of the work scope, equipment requirements, site conditions, and contractual details for prospective bidders.

The project involves approximately 7.5 miles of single-lane trail network plus an additional 1.5 single-lane miles accounting for a Tot-Lot and staging area, totaling the referenced 9 miles of work. Primary services include trail blading, restoration of drainage functions (including rolling dips, lead-off ditches, culverts, and drainage features), and mobilization of equipment. The government estimates two mobilizations to accommodate multiple pieces of equipment such as excavators and bulldozers, with no mandated minimum equipment configuration—contractors may determine appropriate equipment combinations to meet specifications. All excavated materials and generated debris must be recycled on-site into trail surfaces, rolling dips, and berms, except non-native construction debris which must be hauled off. The finished trail width requirement is 60 inches. Work completion is mandatory before December 31, 2026, with the Forest Service closing the area for up to two weeks during initial work phases; thereafter, contractors are responsible for closing work areas as needed. Contractors must adhere to Cleveland National Forest Fire Plan specifications and Project Activity Level (PAL) requirements, including dust control and fire prevention measures. Water must be furnished and transported by the contractor, as adequate creek water sources are unavailable. Site visits are encouraged but not organized by the government; interested parties may contact Laura Bristol at Laura.Bristol@usda.gov or 951-736-1811. The project is a 100% set-aside for SBA-certified Women-Owned Small Businesses (WOSB) under NAICS 237310 with a $45,000 small business size standard.

QuestionsGovernment's Response
Please confirm whether competition is restricted exclusively to SBA-certified WOSB concerns, or if other small business concerns meeting the applicable NAICS 237310 size standard are eligible to submit quotations and be considered for award. This requirement is 100% set-aside to WOSB
Can the solicitation date be extended? The Solicitation has been extended to October 5, 2026
The Schedule of Items identifies approximately 9 miles of blading and 9 miles of drainage restoration. The individual trail segments shown on the Work Location Map appear to total less than 9 miles. Please confirm the actual estimated mileage contractors should use for pricing. The trail network consists of approximately 7.5 miles of trail. The additional mileage is to account for the Tot-Lot and staging area that will also need to be graded to drain correctly.
Specification 811 measures blading by single-lane mile. Please confirm whether the 9-mile quantity in CLIN 0001 represents 9 single-lane miles and whether work within the staging area and Tot Lot is included in that quantity. The trail network consists of approximately 7.5 miles of trail. The additional mileage is to account for the Tot-Lot and Staging Area. The trails are single-lane. The Tot-Lot and staging area are open space, with an overall area approximately accountable to 1.5 single-lane miles.
Please provide, if available, the approximate number of existing rolling dips, lead-off ditches, culverts, overside drains, ditch blocks, washouts, and other drainage features that will require cleaning, reconstruction, or restoration under CLIN 0002.The contract is for the whole trail network and paid in mileage. Contractors may visit the site to determine the exact number of existing drainage features and necessary number of drainage features to be added. This is a per-mile specification not "each" and it is up to the contactor to ensure the trails drain correctly.
Please confirm whether reconstruction and reshaping of the rolling dips shown in Specification 837-1 is incidental to CLIN 0002, Restore Drainage Function, or whether this work should be included elsewhere in the pricing.Restoring Drainage Function includes resconstruction, reshaping, or adding drainage features such as rolling dips, siltation basins, lead off ditches, etc.
Specification 805 and the Schedule of Items appear to use different units of measurement for mobilization. The Schedule identifies two (2) EA. Please confirm that contractors should price two separate mobilizations and clarify what constitutes each mobilization for payment purposesThis is estimated so the contractor can utilize two pieces of equipment to be the most efficient, possibly excavator and bulldozer. Mobilization is described in the 805 Specification.
The solicitation states that a typical motor grader may not be suitable for extremely rocky portions of the OHV trails. Is there any Government-required minimum equipment configuration, or may the contractor determine the appropriate combination of grader, dozer, excavator, loader, or other equipment necessary to meet the specifications? There is no government required minimum equipment configuration. The contractor may decide what equipment is appropriate. The equipment utilized is up to the Contrtactor as long as the ultimate goal of restoring all the drainage funtion is completed. Hence the 2 mobilizations.
Are water trucks or other water-supply equipment expected or required for dust control, compaction, blading, or fire prevention? If so, will a Government water source be available, or must the contractor furnish and transport all water? No water is expected for compaction but the Contractor must adhere to PAL (Project Activity Level) specifications and the Cleveland National Forest Fire Plan. If a water source is needed, it is the contractor's responsibility to furnish and transport the water. Please refer to Part E of the CNF Fire Plan.
The solicitation includes FAR 52.237-1, Site Visit. Is an organized site visit planned, or may prospective contractors independently arrange access to inspect the project area before submitting a quotation? If access can be arranged, please provide the appropriate point of contact and procedure. There is no organized site visit planned, as Wildomar is open to the public, except during wet weather. Contractors may visit Wildomar at their convenience to inspect the project area. If it has rained or rain is expected, the contractor should contact the COR to confirm that the staging area will be open. POC: Laura Bristol; Laura.Bristol@usda.gov; 951-736-1811
Please identify any known access restrictions, seasonal closures, environmental restrictions, heritage-resource restrictions, or equipment limitations that should be incorporated into the contractor's pricing and performance schedule.Wildomar closes in advance of, during, and after rains. Contractor access could still be arranged as long as the work is feasible due to weather conditions. Additionally, the PALS could dictate the possiblity of no work during High Fire Danger.
The Fire Plan may affect operating hours and equipment use during periods of elevated fire danger. Are there any additional Forest-specific fire equipment requirements or anticipated restrictions beyond those contained in the solicitation attachments that contractors should price? All requirements are contained in the CNF Fire Plan.
The solicitation references completion within 145 calendar days after Notice to Proceed, while the SF-1449 identifies a performance period of September 30, 2026 through February 22, 2027. Please confirm which schedule will control if the Notice to Proceed occurs after September 30.The dates stated were only estimates depending on when the contract is advertised. Due to the funding of this project ALL work must be completed before December 31, 2026
Please confirm whether the contractor is responsible for all traffic control, temporary trail closures, signage, barricades, and public/OHV-user control necessary to safely perform the work. The Forest plans on closing the gate while the work is being conducted, for up to two weeks, during which time the Forest Service will be responsible for closure. However, after the two week mark, portions of the area may be closed for extended time periods to perform work. As long as the area is open, the contractor is responsible for closing off areas they are working on.
Please confirm whether excavated rock, vegetation, sediment, drainage debris, or other material generated during performance may be spread or disposed of within designated areas of the project site, or whether the contractor must haul material off National Forest System lands. All materials excavated or generation during performance should be recycled on-site into trail surface, rolling dips, berms, etc.
Are there any bonding, insurance, permits, licenses, or other project-specific requirements beyond those expressly identified in the solicitation that must be submitted with the quotation or maintained during performance? No
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?Similar work has been performed in the past, but not in recent years.
Can we pull water from the creek? The creek does not typically contain enough water to pull from. It is the contractor's responsibility to furnish water.
Is there a dirt borrow site? The amount of full siltation basins in the trail network should be enough to furnish the dirt needed to build up necessary drainage structures.
Is dirt import excluded from project?See above.
Does the steep section of trail W-8 require full blading, or would an alternate approach be acceptable given equipment and safety constraints? The steep section of trail W-8 does not require full blading. The area of this trail that is too steep to safely blade may be excluded from the project.
What is the required finished width for each trail/road segment, and are there any locations where an existing windrow or vegetation encroachment is reducing that width in a way that affects drainage and would need correction as part of this work?60 inches. A site visit is recommended to determine if the contractor believes vegetation may be affecting drainage.
Define debre that must be hauled off.All materials excavated or generation during performance should be recycled on-site into trail surface, rolling dips, berms, etc. Any construction debris of non-native materials must be hauled off.
Any other site access, staging, or equipment restrictions we should account for?A site visit is recommended due to the road leading down to the work site being a one-lane mountain road.
Map shows 7 miles of trails, but solicitation says 9 miles. Wondering the cause of discrepancy. The trail network consists of approximately 7.5 miles of trail. The additional mileage is to account for the Tot-Lot and Staging Area.
Please confirm whether a dozer would be suitable to complete this whole job or if a road grader is expected to work the trails after the dozer has reshaped them.A site visit is recommended so that the contractor can determine their ability to complete the work and what equipment they will need.
