About this opportunity
The Ohio Army National Guard sought sealed bids for tactical vehicle maneuver lane improvements at Camp James A. Garfield Joint Military Training Center in Ravenna, Ohio, with sealed bids originally due August 13, 2026; however, the solicitation was cancelled effective September 15, 2026, due to insufficient funding.
The procurement was a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, structured as a firm fixed-price contract. Work was to be performed at Camp James A. Garfield, Ravenna, Ohio. The base bid covered 450 feet of existing rail bed improvement (stations 78+50 to 74+00) for use by tanks and Bradley Fighting Vehicles, with four options extending westward for approximately 500 feet each. Work included earthwork, fence demolition, culvert installation and replacement, site restoration, and stone surface hardening, all to accommodate M1A1 Abrams battle tanks at 80 tons and support tractor-trailer equipment transport.
The contract required compliance with Ohio Department of Transportation Construction and Material Specifications, prevailing wage rates per Ohio wage determination OH20260001, Buy American construction material requirements, and comprehensive environmental procedures including erosion and sediment control plans, storm water pollution prevention plans, wetland and cultural resource protection, threatened and endangered species restrictions (seasonal clearing and mowing restrictions), and hazardous waste management. Contractor personnel required background clearance, AT Level 1 and OPSEC training within 30 days, and iWATCH training. Performance and payment bonds at 100 percent of contract price were required upon award. Liquidated damages were $662.87 per calendar day for delay.
Five sealed bids were received at public opening on August 27. The lowest responsible bid was $978,906.00; however, total available funding was only $217,000, creating a $761,906.00 shortfall. The government did not convert the requirement to negotiated procurement and stated any future requirement would be structured as a new acquisition. Inquiries should be directed to Contract Officer Herbert L. Brown Jr. at (614) 336-7465 or herbert.l.brown24.civ@army.mil.
