About this file

This is a Memorandum for Record documenting the cancellation of an Invitation for Bid (IFB) W91364-26-B-A003 issued by the Ohio Army National Guard (OHARNG). The solicitation, advertised on July 13, 2026, for a 45-calendar-day period, sought bids for the construction of a tactical vehicle maneuver trail at Camp James A. Garfield Joint Military Training Center in Ravenna, Ohio. The IFB consisted of one base line item with four additional options. Public bid opening occurred on August 27, 2026, with five bids received. The lowest responsible bid was submitted by Brannon Contracting & Maintenance Services, LLC in the amount of $978,906.00.

The IFB has been cancelled in its entirety effective September 15, 2026, pursuant to FAR Part 14.404-1(c)(10) due to insufficient funding. The total available funding allocated for the project is $217,000, resulting in a funding shortfall of $761,906.00. The OHARNG Contracting Office anticipated receiving additional funds but was notified these would not be provided, and all efforts to secure supplemental funding have been exhausted. In accordance with FAR 14.404-1(e)(2), the government will not convert this requirement into a negotiated procurement. Any future requirement for this project will be structured as a new acquisition. Inquiries regarding the cancellation should be directed to Contract Officer Herbert L. Brown Jr. at (614) 336-7465 or herbert.l.brown24.civ@army.mil.
