About this file

This is a Questions and Answers document for the OHARNG Tactical Vehicle Maneuver Lane Improvement solicitation (SOL# W91364-26-B-A003) issued by the Ohio Army National Guard Purchasing & Contracting Office.

The Q&A addresses six substantive inquiries regarding technical specifications and project execution. Key clarifications include: subgrade construction must follow typical section C-501 specifications with compaction verification performed by an independent, third-party testing agency acceptable to OHARNG rather than contractor self-testing; riprap inlet protection at culvert headwalls must utilize ODOT Type D material with specified gradations (minimum 85 percent larger than 3 inches, minimum 50 percent larger than 6 inches); wetland consultants previously engaged on CJAG projects include Davey Resource Group, EnviroScience, Environmental Design Group, Partners Environmental, Verdantis, JM Environmental Consulting, and Tetra Tech. Bidders are required to calculate material quantities from the Portage County ESC Plans available on SAM.gov rather than relying on CAD files. Excess clean soil may be deposited at the South Dig Site entrance, with detailed location mapping to be provided post-award. The contractor awarded the current phase is responsible for repairing any damage to existing improved trails used as access routes, including those potentially damaged by soil stockpiling operations at the South Dig Site.

SUBJECT: Request for Bid TITLE: OHARNG Tactical Vehicle Maneuver Lane Improvement at Camp James A. Garfield Joint Military Training Center

SOL#: W91364-26-B-A003

Q1: Subgrade/Stone section depth — The draft estimate assumes 12" compacted stone; typical section C-501 suggests a 28" granular build-up with sand, aggregate base, surface course. Is a formal materials testing / compaction QC program (independent lab testing) is expected, versus contractor self-testing?

A1: Profile to meet typical sections per sheet C-501. Contractor is expected to hire independent, third-party testing agency acceptable to OHARNG.

Q2: Should we assume the riprap required for the inlet protection at the culvert headwalls is R4? Can a spec on the riprap required be provided?

A2: ODOT Type D Riprap: Type D material has at least 85 percent of the total material by weight larger than a 3-inch (75 mm) but less than a 12-inch (0.3 m) square opening and at least 50 percent of the total material by weight larger than a 6-inch (150 mm) square opening. Furnish material smaller than a 3-inch (75 mm) square opening that consists predominantly of rock spalls and rock fines, and that is free of soil.

Q3: Can a list of wetland consultants who have worked at the base previously be provided?

A3: Davey Resource Group, EnviroScience, Environmental Design Group, Partners Environmental, Verdantis, JM Environmental Consulting and Tetra Tech have performed similar work on past projects at CJAG.

Q4: Please provide the cad-file for the drawings. Needed to calculate quantities of materials to be removed.

A4: Bidders are expected to calculate and estimate the materials to be removed based on the Portage County ESC Plans attached to the solicitation on SAM.gov Q5: Please provide the exact locations of the on-site dump location for excess material.

A5: The South Dig Site entrance closest to the project site can be used to dumpexcess soil, as long as it is clean. Upon award, a map will be provided showing thelocation of the South Dig Site in relation to the project site.
Q6: Access to and from the work areas will be along previously completedwork. How will repairs to the existing along these routes be handled?
A7: If the South Dig Site is used as access for soil stockpile, the existing improvedtrail would be used and may become damaged. Repairs will be the responsibility ofthe Contractor of this phase of the maneuver trail (current bidders).
