About this opportunity

The Virginia Army National Guard seeks to establish a blanket purchase agreement (BPA) for occupational health medical surveillance examinations to employees exposed to workplace hazards, with proposals due October 27, 2026 (amended from October 19). This is a total small business set-aside, NAICS code 621111 (Offices of Physicians), PSC Q403.

Place of performance includes six Virginia locations: Fort Pickett, North Chesterfield, Virginia Beach, Troutville, Sandston, and Gate City. The contractor shall provide a fully equipped mobile clinic with all personnel, equipment, and materials; the government furnishes workspace only. Services operate 7:30 a.m. to 4:30 p.m. EST, Monday through Friday, excluding federal holidays.

Key personnel must include board-eligible or board-certified occupational medicine physicians or nurse practitioners holding Doctorate degrees, NIOSH-certified pulmonary function technologists, credentialed medical technicians, and CAOHC-certified audiogram screening technicians. Physician assistants may perform physical exams under physician supervision if physicians are on-site; teleworking is prohibited. All contractor employees must complete AT Level 1 and iWATCH training within 30 days of hire and comply with installation security, COMSEC, PII/HIPAA, and bloodborne pathogen standards. Contractors must maintain medical liability insurance meeting local community standards and provide proof prior to award.

The BPA runs five years from November 1, 2026, through October 31, 2031, with a maximum ceiling of $350,000. Call orders carry a minimum 20-calendar-day advance notice. Expected initial volume is approximately 82 employees at one site, with subsequent annual orders of 12–18 employees at up to two sites; approximately 5 percent of the 600-person program requires specialized testing (lead/ZPP, cadmium, chromium). The previous contractor was Apple Occupational Medical Services LLC at a total cost of $42,780. Questions were due October 9; industry answers are posted with this amendment. Solicitation number is W912LQ-27-A001. Submit electronically to Katina Moore at katina.l.moore7.civ@army.mil.
