About this opportunity
The Department of the Air Force Air Combat Command is seeking to procure a mail postage meter for the Offutt Air Force Base Official Mail Center through a planned sole source acquisition targeting Pitney Bowes. The solicitation (FA460025Q0034) requires a digital mailing system with specific technical capabilities, including FedRAMP certification, multi-carrier processing, and the ability to track at least 20 separate accounts. Key contract requirements include processing a minimum of 100 mail pieces per minute, handling all USPS mail/parcel classes, and providing comprehensive maintenance and software support. The acquisition will follow FAR Parts 12 and 13, with quotes due by March 23, 2025, at 11:00 AM CST. Potential vendors must submit a capabilities statement, proposal, or quotation that demonstrates their ability to meet the Air Force Installation and Mission Support Center (AFIMSC) guidelines for mail meter equipment.
The solicitation is not set aside for any specific business category, though it falls under NAICS code 532420 for Office Machinery and Equipment Rental and Leasing. The contract will include a base period and four optional one-year periods, with the initial performance period from October 1, 2024, to September 30, 2025. The place of performance is Offutt AFB in Nebraska, and the procurement will cover all mail metering equipment, maintenance, meter head rental, and training. Pitney Bowes is identified as the only responsible source capable of meeting the Air Force's requirements, particularly due to their ability to provide a hard machine with web-based contingency capabilities and FedRAMP-certified solutions. The equipment must include a digital system with base equipment such as a mail meter, scale, PC, label printer, software, touch screen monitor, and bar code scanner, with maintenance guaranteed within 48 hours of equipment failure.
