About this opportunity

The Department of Housing and Urban Development's Office of Healthcare Programs is seeking contractor support to provide hospital assessment services through Solicitation 86615625R00005, a multiple-award indefinite-delivery indefinite-quantity contract under NAICS code 541611 (Administrative Management and General Management Consulting Services). The services will include comprehensive assessments of hospital operations, finance, strategic planning, leadership, and governance for troubled hospitals within HUD's portfolio, with contractors expected to possess national experience consulting acute care hospitals ranging from small critical access hospitals to large academic medical centers. Evaluation will be conducted using a best-value trade-off methodology with non-price factors significantly more important than price, considering technical approach (25-page maximum), management plan (10-page maximum), past performance from the three years preceding proposal submission, socioeconomic participation, and price in descending order of importance. Questions regarding the solicitation are due by February 26, 2026 at 12:00 PM ET, and proposals are due by March 19, 2026 at 12:00 PM ET, with proposals required to be submitted in two parts consisting of a technical proposal and a separate price proposal with completed Standard Form 1449.

The solicitation represents an unrestricted competitive opportunity with no set-aside designation and is a recompete of existing contracts held by incumbents under contract numbers 86615621D00001, 86615621D00002, and 86615621D00003. HUD intends to award up to four IDIQ contracts with a combined ceiling of $9,726,895.00 and a minimum guaranteed amount of $1,000.00 per awardee, structured with three contract line items for direct labor services, other direct costs capped at $216,153.00, and travel expenses capped at $864,613.00. The contract period of performance runs from June 24, 2026 through June 23, 2031, divided into five 12-month base periods with no option periods, with the government anticipating an average of four task orders issued annually on a negotiated basis. Work will be performed at both the contractor's facility and the borrower's facility, with the primary place of performance identified as Washington, DC, and travel costs reimbursed on a cost-reimbursable basis. HUD has established socioeconomic participation goals of 23.15 percent small business overall, with subordinate goals including 5.0 percent for small disadvantaged businesses, women-owned small businesses, and service-disabled veteran-owned small businesses, and 3.0 percent for HUBZone small businesses.
