About this file
This document is a Questions and Answers (Q&A) record for the Hospital Assessment Consulting Services (HACS) IDIQ solicitation (86615625R00005) issued by the U.S. Department of Housing and Urban Development (HUD). The solicitation was released as unrestricted (later corrected to remove any set-aside language per Amendment 0001), with a questions deadline of February 26, 2026, at 12:00 PM EST, directed to Francis Chen and Marie Niestrath at HUD. The HACS contract is a recompete effort supporting existing incumbents under contract numbers 86615621D00001, 86615621D00002, and 86615621D00003, with no transition-in period required. HUD anticipates awarding up to four IDIQ awardees with a five-year base period (06/24/26–06/23/31) divided into five 12-month increments, with no option periods. The contract type is firm-fixed-price with labor-hour components and includes three Contract Line Item Numbers (CLINs): CLIN 0001 for labor services (offeror-priced), CLIN 0002 for other direct costs, and CLIN 0003 for travel and other direct costs. Task orders will be competed fairly among awardees with no guaranteed work distribution; each awardee receives a minimum guarantee amount to meet exceptions to fair opportunity requirements.
The scope encompasses hospital assessment consulting services for both HUD Section 242 acute care hospitals and Section 232 residential care facilities, with the government issuing an average of four task orders annually under the current contract. Core service areas include performance improvement assessments, business plan reviews, revenue cycle assessments, reimbursement/compliance reviews, non-practitioner workforce planning, and practitioner workforce planning. Deliverables vary by task order but typically include weekly status meetings, final presentations of findings, and final reports. The solicitation requires offerors to submit pricing at the IDIQ level using provided labor categories with hourly rates for the five-year base period, provide a total FTE staffing plan for the IDIQ contract, submit no more than five past performance references, and designate a Contract/Project Manager and alternate with resumes (not counted toward page limits). No minimum qualifications, certifications, security clearances, background investigations, HUD PIV cards, or access to government IT systems are required. Contractor personnel will not collect or access protected health information (PHI) or personally identifiable information (PII). The proposal must include a Proposal Matrix mapping PWS requirements, separate technical and price volumes, a Project Schedule, Management Plan, and Technical Approach, with specific page limits referenced in Section L of the solicitation. All detailed requirements regarding task order scope, deliverable specifications, performance standards, quality assurance, on-site versus remote work percentages, and most personnel requirements will be defined at the task order level.

This will be clarified as needed at the Task Order level.
Solicitation Section B, Description of Services (pg.
2–3); PWS 1.1 Scope of Work
(pg. 4)
The solicitation and PWS describe a broad range of assessment services but do not include any estimated annual level of effort for contractors. Can
HUD provide historical or projected estimates of the expected number of task orders per year and/or anticipated annual hours, labor categories, or complexity tiers?
Task Orders are developed on an as needed basis.
There is no way to anticipate the number or size of
Task Orders. The Government has issued an average of 4 Task Orders annually under the current HACS contract.
PWS 1.2 Background (pg. 4), noting “as needed” support;
Solicitation 1.1 (pg. 2)
Can HUD provide any historical data (e.g., average number of hospital assessments per year) or projected volume of engagements expected under the IDIQ?
Task Orders are developed on an as needed basis.

Task Orders. The Government has issued an average of 4 Task Orders annually under the current HACS contract.
PWS Section 5 (Specific Tasks)
(pgs. 10–12)
Can HUD provide an estimated range of typical task order duration (e.g., number of weeks/months per assessment) and general scope size (e.g., level of complexity, typical deliverables beyond PWS defaults)?
Task Orders are developed on an as needed basis.
There is no way to anticipate the number or size of
Task Orders.
Solicitation Section L, Technical Approach &
Management Plan requirements (pg. 30–31), and
HUDAR 2452.237‑70 Key
Personnel (pg. 13)
We recognize that the pricing sheet has prescribed hours/staffing categories for costing. Is this the expected typical staffing composition for an assessment (e.g., minimum number of consultants, required labor categories, expected hours per role)?
If not, can HUD provide the typcial staffing composition for an engagement/assessment?
Please refer to SAM.gov for the updated version of
Attachment 3.
PWS 1.6 Place of Performance
(pg. 5)—“contractor’s facility and the Borrower’s facility”;
Solicitation 1.7 Place of
Performance (pg. 3)
Can HUD clarify whether site visits to borrower facilities will be required for each assessment, or whether some engagements may be conducted fully virtually? If site visits are required, can HUD provide typical frequency (e.g., number of days per engagement) and number of personnel expected to travel?
The percentage of work performed on-site versus remotely will be Task Order specific.
PWS 1.11 Contractor Travel
(pg. 6), which outlines reimbursement rules but not expected volume; Solicitation
CLIN 0003 Travel (pgs. 2–3)
Given the geographic dispersion of
HUD‑insured hospitals nationwide, can HUD provide estimated annual travel expectations or historical averages for travel under similar consulting engagements (e.g., average number of trips per engagement or per year)?
The percentage of work performed on-site versus remotely will be Task Order specific.
PWS 5.2 Program
Requirements (pg. 10–11), which states that turnarounds
“may be tight” but provides no estimated response windows
Can HUD provide examples of typical task order proposal response times and expected performance timeframes (e.g., 30/60/90‑day assessment cycles), so offerors can appropriately assess resource availability and surge capacity?
Task Orders are developed on an as needed basis.
There is no way to anticipate the number or size of
Task Orders.
Solicitation 1.4 Contract Type
(pg. 2)—multiple award IDIQ up to four vendors; PWS indicates
“as needed” ordering (pg. 4)
Does HUD anticipate issuing multiple task orders concurrently to individual contractors, and if so, can HUD estimate the typical or maximum number of TOs a single awardee may need to support simultaneously?
Task Orders are developed on an as needed basis.
There is no maximum a contractor can support at one time.
PWS 5.1 Findings & Analysis
(pg. 10), which lists a wide variety of functional areas
Does HUD anticipate that assessments will be:
-primarily comprehensive reviews (all functional areas), -topic‑specific assessments (e.g., revenue cycle only), or a mix?
-If a mix, can HUD estimate the percentage of
Task Orders are developed on an as needed basis.
There is no way to anticipate the number or size of
Task Orders.
PWS 5.3 Services (pg. 11), noting “unforeseen emerging needs” may arise
Does HUD foresee any surge requirements—such as rapid‑response assessments, crisis‑driven hospital reviews, or emergency workload spikes—and if so, can
HUD provide expectations for contractor availability and historical occurrences?
Task Orders are developed on an as needed basis.
There is no way to anticipate the number or size of
Task Orders.
PWS 5.1 and 5.3 (pgs. 10–12), which outline tasks but do not specify tools or methodologies
Does HUD expect contractors to utilize
HUD‑standardized assessment methodologies, templates, or analytic models, or are contractors expected to bring their own?
This will be clarified as needed at the Task Order level.
PWS 5.3.7 – Performance
Improvement Assessment of
Residential Care Facilities (pg.
12)
The PWS includes a discrete task area for
Residential Care Facility (RCF) assessments, but the solicitation otherwise appears focused on hospitals. Can HUD clarify the expected proportion of work involving residential care facilities versus acute care hospitals over the ordering period?
Task Orders are developed on an as needed basis.
There is no way to anticipate the mix of Task Orders between Section 242 acute care hospitals and
Section 232 residential care facilities.
PWS 5.3.7 (pg. 12) and PWS
1.1 Scope (pg. 4), which
emphasizes hospital assessments
Can HUD provide estimates or historical data indicating how frequently assessments of residential care facilities are requested, and whether these engagements are typically smaller, similar, or larger in scope and duration compared to hospital assessments?
Task Orders are developed on an as needed basis.
There is no way to anticipate the mix of Task Orders between Section 242 acute care hospitals and
Section 232 residential care facilities.
PWS 5.3.7 (pg. 12) and
Solicitation Section L (pg.
30–31) requiring offerors to propose labor categories
Does HUD expect residential care facility assessments to require distinct labor categories, specialized expertise, or different staffing compositions than hospital assessments? If yes, can HUD provide guidance on the types of skills or experience preferred for RCF engagements?
Please refer to SAM.gov for the updated version of
Attachment 3. At the Task Order level, the labor categories will be clarified as needed.
PWS 1.6 Place of Performance
(pg. 5), requiring work at contractor and borrower sites;
applies broadly but does not distinguish hospitals vs. RCFs
Should contractors assume the same on‑site expectations (e.g., site visits, travel frequency, meeting cadence) for residential care facility assessments as for hospital engagements, or are RCF reviews expected to involve a different level of on‑site presence?
This will be clarified as needed at the Task Order level.
PWS 5.3.7 (pg. 12), which lists
“management, operations, and finances” but is less detailed than the hospital task descriptions
Can HUD clarify whether Residential Care
Facility assessments are expected to mirror the comprehensiveness of hospital assessments (e.g., governance, strategic planning, revenue cycle, workforce), or whether the scope is generally narrower for
RCF engagements?
PWS 1.2 Background (pg. 4), which outlines the Section 232 program but does not tie it to projected workload
Are RCF assessments typically initiated for similar reasons as hospital assessments (e.g., financial distress, performance issues, compliance concerns), or does HUD anticipate different triggers for residential care facility task orders?
