About this opportunity

The U.S. Army Corps of Engineers, Fort Worth Engineering District is soliciting offers to lease approximately 1,348 to 1,680 gross square feet of existing commercial space in Lubbock, Texas (and Uvalde, Texas) for use as Armed Forces recruiting facilities. The lease will be for a five-year firm term with 30-day termination rights available to the Government after the first year, subject to availability of appropriations. Key contract requirements include compliance with comprehensive Construction and Security Specifications mandating HVAC systems maintaining 70-76 degrees Fahrenheit, specific electrical and communications infrastructure (CAT 6 wiring, LED lighting at 50 foot-candles minimum), security systems including video intercom entry control and CCTV with PoE+ switching, and architectural finishes meeting Level 5 drywall standards. The lessor must also provide all utilities (electricity, gas, water, sewer, trash removal, janitorial services twice weekly, and high-speed internet), maintain the space, supply designated parking, and provide roof space for telecommunications equipment. Evaluation criteria will be based on proposals submitted using the provided rental proposal worksheets, construction specification compliance, and bid sheets detailing costs for mechanical, electrical, communications, security, and architectural elements. The pre-solicitation notice was posted on February 3, 2026, with a response deadline of March 8, 2026, and a desired occupancy date of September 1, 2026 or as soon as possible thereafter.

This procurement includes no small business set-aside designation. No current contractor or incumbent is identified in the pre-solicitation materials. The anticipated award value is not specified in the notice; however, bidders must submit detailed pricing on approximately 90 line items across HVAC/mechanical, plumbing, electrical, communications, safety/fire equipment, architectural finishes, signage for multiple service branches, and security systems on the provided bid sheets. Prospective lessors must be registered in the System for Award Management (SAM) with valid DUNS numbers and Taxpayer Identification Numbers before submitting proposals. All construction and security specifications must comply with 2019 National Defense Authorization Act restrictions prohibiting equipment from Chinese-origin manufacturers including Huawei, ZTE, Hitera, Hikvision, and Dahua. The space must accommodate Marine Corps recruiting operations with specific paint colors, carpet tiles per Shaw U.S. Marine Corps Recruiting Standard #710S4, and interior wall graphics using PANTONE 451C vinyl on designated accent walls, along with marine-specific modifications to the conceptual 1,711 square foot floor plan provided as a reference design.
