About this opportunity

The National Heart, Lung, and Blood Institute (NHLBI) intends to sole-source procure one Odyssey M multimodal imaging system (Part Number 3350-01A, academic model configured for chemiluminescence and fluorescence) from LI-COR BIOTECH, LLC, with responses due by September 8, 2026, at 12:00 PM ET. This is a noncompetitive procurement under FAR Subpart 12.102(a) justified by the requirement to directly replace an aging LI-COR Odyssey platform over 10 years old at end-of-life; switching vendors would introduce unacceptable platform-dependent variability in detector sensitivity, dynamic range, and imaging algorithms that would compromise decade-spanning longitudinal studies relying on historical datasets and create systemic batch effects.

The system will be delivered to the National Heart, Lung and Blood Institute at 10 Center Dr, Room 8N109, Bethesda, Maryland 20892, with installation on-site and shipment within 30 days of award. Technical specifications include an sCMOS image sensor for fluorescence detection and a CCD sensor for chemiluminescence, selectable resolution from 5 to 100 micrometers, greater than 6 logs of dynamic range, an image field of 25 cm × 18 cm, and 19 integrated imaging channels. The system supports near-infrared fluorescence, visible fluorescence, RGB imaging, and optional luminescence detection with solid-state diode lasers at 488 nm, 520 nm, 685 nm, and 785 nm. Procurement includes Image Studio acquisition and data analysis software, owner manuals, a desktop computer with monitor, accessories, on-site installation, and a one-year warranty. Responses must be submitted electronically to noelle.decenzo@nih.gov and include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. point, UEI, TIN, and business size certification. All offerors must maintain active SAM registration. NAICS 334516; PSC 6640.
