Notice of Intent to Sole Source
This is a Notice of Intent to Sole Source, a pre-solicitation non-competitive synopsis issued by the National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions for Solicitation Number 75N98026Q01045. The NHLBI intends to award a purchase order on a noncompetitive sole source basis to LI-COR BIOTECH, LLC for one (1) Odyssey M - Chemi/Fluor – Academic multimodal imaging system. The system is designed for high-sensitivity fluorescence and optional chemiluminescence imaging, supporting near-infrared and visible fluorescence, RGB true-color imaging, and optional luminescence detection. Key technical specifications include an sCMOS image sensor for fluorescence imaging and a CCD sensor for chemiluminescence detection, selectable resolution settings ranging from 5 to 100 micrometers, greater than 6 logs of dynamic range, and 19 total channels (fluorescence plus chemiluminescence model) or 18 total channels (fluorescence-only model).
The sole source justification is based on the requirement to directly replace an aging LI-COR Odyssey platform that is over 10 years old and at end-of-life. The NHLBI's ongoing longitudinal studies spanning over a decade rely on historical datasets; switching to an alternative vendor would introduce unacceptable risks including platform-dependent variability in detector sensitivity, dynamic range, and imaging algorithms that would compromise data comparison and create systemic batch effects. Procurement is conducted under FAR Subpart 12.102(a) for commercial products and services. All responses must be received by September 08, 2026, at 12:00 PM ET and submitted electronically to noelle.decenzo@nih.gov. Responses should include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. point, UEI, TIN, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM). The NAICS code is 334516 with a small business size standard of 1,000 employees.

Notice of Intent to Sole Source
Solicitation Number: 75N98026Q01045 Solicitation Type: Sole Source (Non-Competitive) Title: Odyssey® M multimodal imaging system NAICS / Size Standard: 334516/ 1,000 employees
Introduction
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO
AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN
COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to LI-COR
BIOTECH, LLC to provide Odyssey® M multimodal imaging system to the Division of Intramural
Research in accordance with the following information.
Background Information
The NHLBI currently utilizes an aging LI-COR Odyssey platform and requires an updated system. The
Odyssey® M is a multimodal imaging system designed for high-sensitivity fluorescence and optional chemiluminescence imaging. It supports near-infrared and visible fluorescence, RGB true-color imaging, and optional luminescence detection, with calibrated integrated imaging channels for consistent performance across assays. The system uses an sCMOS image sensor, line-scanning technology, and 5-micron resolution to support high-sensitivity, high-dynamic-range imaging in minutes rather than hours.
Purpose and Objectives
The purpose of this acquisition is to acquire an Odyssey® M multimodal imaging system designed for high-sensitivity fluorescence and optional chemiluminescence imaging.
Contractor Requirements
The Contractor shall provide one (1) Odyssey M - Chemi/Flour – Academic and shall include:
Imaging Modalities
The system supports NIR fluorescence, visible fluorescence, RGB imaging, and optional chemiluminescence/luminescence imaging. The fluorescence plus chemiluminescence model includes 19 total channels, while the fluorescence-only model includes 18 total channels.
Detector System
The Odyssey M uses an sCMOS image sensor for fluorescence imaging and a CCD sensor for chemiluminescence detection.
Resolution
The system provides selectable resolution settings of 5, 10, 20, 50, or 100 µm, allowing users to optimize image detail and acquisition speed depending on the assay.
Dynamic Range
The Odyssey M provides greater than 6 logs of dynamic range for fluorescence and optional chemiluminescence imaging, obtained in a single acquisition.
Sole Source Justification
The NHLBI research laboratory requires the procurement of the LI-COR Odyssey M Imaging System to directly replace the existing, highly utilized LI-COR Odyssey platform, which is over 10 years old and has reached the end of its operational lifecycle. Ongoing longitudinal studies rely on historical datasets spanning over a decade, procuring an alternative system from a different vendor would introduce unacceptable risks, including platform-dependent variability in detector sensitivity, dynamic range, and imaging algorithms that would create systemic batch effects and compromise data comparison.
Furthermore, staying with LI-COR preserves compatibility with established workflows, trained personnel, proprietary reagents, and dedicated analysis software, thereby preventing costly assay re-validation and project delays. Ultimately, the LI-COR Odyssey M is uniquely required to ensure data continuity, technical consistency, and the validity of longitudinal research comparisons across experiments.
Regulatory Authority
This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart
12.102 (a), restricting competition. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
FAR Clauses
The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Products and Commercial
Services, applies to this acquisition.
The provision at FAR clause 52.212-2, Evaluation – Commercial Products and Commercial Services, is applicable. The Government will award a contract resulting from this notice to the offeror listed above.
The following factors shall be used to evaluate the offer: The contractor shall demonstrate its ability to provide the services listed that meets the specifications provided above.
FAR clause 52.212-3, Offeror Representations and Certifications – Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award
Management (SAM) website, the offeror shall complete only paragraphs (c) through (p) of this provision.
FAR clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.
