About this opportunity

The Department of the Army Materiel Command Army Contracting Command seeks contractor support services to furnish labor, equipment, materials, and supplies for Pacific Equipment Set (PES) and Korea Rotational Forces 17 and 18 operations, with proposals due August 21, 2026 at 1600 hours Korea Standard Time. A mandatory site survey is scheduled for August 19 or 20, 2026.

Place of performance spans three locations in South Korea: Busan Storage Center, CFAC Jinhae Naval Base, and Jinhae Ammunition Port Pier 2. Performance periods range from August 24 through October 10, 2026, with some KRF operation dates tentative and subject to 20 days' advance notice.

The procurement comprises 12 contract line items (CLINs) requiring equipment rental and comprehensive logistics support. PES deliverables include two shower containers for 80 personnel, two personal hygiene containers, laundry services for 80 personnel twice weekly with 48–72 hour turnaround, and two reefer containers maintaining −15 to −20C. KRF operations expand scope to two additional reefer containers, four portable dual-outlet air conditioners with minimum 2,650-watt cooling capacity and Korean KC Safety Certification, two shower containers for 160 personnel, laundry services for 150 personnel twice weekly, and four mobile office containers equipped with HVAC, lighting, three desks, and twelve chairs each. The contractor bears full responsibility for installation, operation, maintenance, utilities (fuel, water resupply, grey water removal to licensed facilities, power generation), daily inspections, repairs, and demobilization. All equipment must comply with U.S. Army, USFK environmental standards, OSHA requirements, and ROK environmental laws.

All offerors must submit pricing in Korean Won only on a firm-fixed-price, all-inclusive basis encompassing fuel, delivery, installation, maintenance, materials, and demobilization. Critical to eligibility, all offerors—including U.S. sources—must possess or obtain requisite business licenses and authorization from the Republic of Korea Government to operate as local sources; failure to verify this capacity in the initial proposal results in non-consideration. Technical capability is evaluated on an Acceptable/Unacceptable basis against the Performance Work Statement, with price as the secondary evaluation factor. NAICS code 532490, PSC W099, no set-aside.
